The Issue

Goal: Collect 100,000 signatures to urge Apple to reform its App Store policies, ensuring users can freely access and update apps they’ve already purchased without mandatory payment methods on file. This petition will be submitted to Apple executives, regulatory bodies like the FTC and EU Commission, and shared on platforms like Change.org for broader impact.

The Problem

Apple’s App Store policies require users to keep a valid payment method (e.g., credit card) on file to download or update apps, including free apps or those previously purchased. If a payment method expires or is removed, users are blocked from accessing their purchased content or updating apps, even when no payment is owed. User reports on forums highlight widespread frustration, with many unable to bypass this requirement despite owning the apps outright. [5] [29] Apple’s support pages confirm that a payment method is required for any App Store activity, including free downloads, citing fraud prevention. [2] However, this practice feels coercive, forcing users to link financial details for basic functionality, which critics argue enables data collection and impulse purchases. [38] [32]

These policies are seen as unethical, disruptive, and hostile, exploiting Apple’s “captured” customer base—users locked into the ecosystem by past purchases. They erode trust, harm small developers by limiting app updates, and invite regulatory scrutiny, as seen in EU rulings pushing for alternative payment options. [16] [43] Apple claims these measures prevented over $9 billion in fraudulent transactions, but legitimate users bear the burden, especially those avoiding credit cards for privacy or financial reasons. [14]

The Impacts

•  Restricted Access and Trust: Users cannot update apps for security or compatibility, risking outdated software and vulnerabilities. [3] [36]

•  Exploitation of Users: Low-income or privacy-conscious users are disproportionately affected, facing barriers to basic app access. [38]

•  Business and Innovation Harm: Developers lose engagement due to blocked updates, and Apple’s practices stifle competition, drawing regulatory attention. [17] [26]

•  Ethical Concerns: Linking payment details raises privacy issues, aligning with broader critiques of Apple’s data practices and anti-competitive behavior. [21]

Our Demands

We, the undersigned, call on Apple to:

1.  Ensure Access to Purchased Apps: Allow users to download, redownload, and update all previously purchased apps without requiring a payment method. Implement alternative verification (e.g., email or device-based authentication) for free or pre-paid content.

2.  Remove Mandatory Payment Requirements: Eliminate the need for a payment method for non-paid actions, such as free apps, updates, or family-shared purchases, especially for users with no outstanding balances.

3.  Increase Transparency and Choice: Provide clear options to opt out of payment method requirements and disclose how financial data is used, addressing privacy concerns.

4.  Support Developers and Competition: Reduce barriers to app updates and downloads to support small developers and align with global regulatory standards for fair competition.

Why This Matters

Apple’s ecosystem thrives on user trust and loyalty, but these policies betray that trust, treating customers as revenue sources rather than valued users. By locking access to rightfully owned apps, Apple undermines its reputation and risks further legal and public backlash. Reforming these practices will restore fairness, enhance user experience, and align with ethical standards in technology.
