​Demand Safety Reform at 11000 S & 1000 E: Protect Our Students

The Issue

EMERGENCY TRAFFIC SAFETY MANDATE FOR 11000 S & 1000 E

The Crisis at 11000 S & 1000 E
The safety failure at the intersection of 11000 S & 1000 E (Alta High School) hit home for all of us on January 15, 2026, when our neighbor, Joshua Perry, was tragically killed while using the crosswalk. This horrific and preventable accident served as a grim reminder of a problem that we have known for far too long. This intersection is perilous, and Sandy Police Department's records reinforce this concern with a startling statistic: 10 recorded crashes at this single intersection in the past three years. 

Collaborative Partnership & Progress
On January 20, 2026, the Mayor reached out directly to initiate a partnership with our neighborhood. We are encouraged by her personal commitment that:
• Safety is the #1 Priority: Human safety will be prioritized over traffic efficiency.
• Public Comment is Required: No final decision will proceed without formal public input.
• Data-Driven Research: The city will conduct rigorous studies to ensure the final solution is the safest possible fit for our specific topography.

The Neighborhood Mandate
While we move forward as partners with the city to "get it right," our 640+ signers are united on three core requirements for this intersection:
1. The 2030 Timeline is a Failure: Waiting 1,400+ days for a safety fix is unacceptable. We request that the final solution be prioritized in the immediate budget.
2. Requirement for Active Protection: We remain formally skeptical of a roundabout on/near a 6% grade without physical separation, such as pedestrian bridges. Our residents require an "Active" system—or a high-visibility signalized "Red Wall"—to protect pedestrians from distracted or impaired drivers. 
3. Immediate Enhancements Now: We demand small-scale safety wins—enhanced lighting and high-visibility signage—be implemented immediately while long-term studies proceed.

Vulnerability at Every Level
This intersection is a primary walking route for Altara Elementary students as young as five years old. These children deserve an engineered environment that is fault-tolerant—a design that protects them even when drivers make catastrophic choices. We shouldn't have to rely on 8,500 people driving perfectly every day to keep our children safe.

This petition serves as an official record that Sandy City has been put on notice regarding the lethal hazards at 11000 S & 1000 E. We are delivering this mandate in person to launch our formal partnership with the Mayor and Council.

I am a strong advocate for public safety, particularly when it comes to transportation and pedestrian safety. From my conversations with thousands of residents, speeding and dangerous driving were by far the most frequently raised concerns. I am deeply saddened by this recent tragedy, and I am grateful to the residents who have signed this petition and spoken at council meetings to call for meaningful change. I also appreciate the administration’s prompt response to community concerns, including the installation of flashing lights at the intersection. At the January 27th council meeting, we identified Community Safety as our highest budget priority, reflecting the seriousness with which these concerns are being taken. I remain fully invested in the future planning of this intersection and will continue to advocate for the solution that creates the safest possible environment, especially given that this intersection serves a school and is used daily by children and families. I encourage everyone engaged on this issue to also be aware of the Utah Legislature's HB178 and HB24, which propose to reduce penalties for speeding in school zones, with serious implications for public safety.
