Between the U.S. Department of the Treasury, the Executive Office of the President, the Ocean County
Board of Commissioners, the Township of Toms River, CSPNJ, and Damien Knight Enterprises (DKE)
Regarding the Deployment of a Permanent Stabilization Infrastructure for Ocean County, New Jersey

municipal, and nonprofit partners to evaluate and implement a long-term stabilization infrastructure for Ocean
County, New Jersey. The purpose of this MOU is to confirm that Pathway A - the Infrastructure-First Model
offers the strongest return on investment, the highest operational stability, and the most durable oversight
alignment for Ocean County. This MOU affirms that Pathway A remains the superior investment even under
full oversight by CSPNJ and the Township of Toms River, as referenced by the Ocean County Board of
Commissioners in their public governance of homelessness, Code Blue operations, and emergency
sheltering decisions.

The Ocean County Board of Commissioners has publicly exercised oversight over Code Blue operations,
warming center placement, and emergency sheltering decisions within the county. Recent reporting confirms
that the Commissioners approved the use of a county-owned building in Toms River as the official Code Blue
warming center for the 2024-2025 season, demonstrating direct governance over homelessness
interventions. Additionally, the Township of Toms River has asserted municipal authority over
homelessness-related operations within its borders. Public statements from township leadership in 2024
indicated that the municipality would intervene legally if county-level decisions conflicted with local zoning or
public safety considerations. CSPNJ is recognized statewide as a primary supportive housing and case
management provider and is the appropriate oversight partner for stabilization programs involving vulnerable
populations. This MOU acknowledges and incorporates these oversight structures.

Pathway A focuses on establishing permanent stabilization infrastructure through:
