Subject: Allocation of Funds for Emergency Housing Stabilization and Support for Corporate Incorporation
I. PURPOSE

II. FINDINGS AND DECLARATIONS
The Board is respectfully asked to acknowledge the following:
1. A Public Safety and Humanitarian Emergency Exists.
Ocean County is presently responsible for the temporary sheltering of approximately 1,000 unhoused residents. Discontinuation of such sheltering would create immediate and substantial risks to life, health, and public safety.
2. Federal Compliance Requires Documentation and Stabilization.
Federal agencies, including the U.S. Department of Housing and Urban Development (HUD), require continuous documentation, outreach, and stabilization efforts to qualify for emergency and long‑term funding.
3. Permanent Housing for 333 Residents Is Necessary and Feasible.
The County has access to adaptive reuse opportunities, community land trust models, and other HUD‑aligned mechanisms capable of providing permanent housing for at least one‑third of the current unhoused population.
4. Civic Media Infrastructure Is Required for Transparency and Federal Eligibility.
The Emergency Public‑Access Stabilization Pilot (EPASP), operated by meta.Gtv under Damien Knight Enterprises, LLC, provides the real‑time documentation, public‑access communication, and compliance reporting necessary to support federal funding applications.
5. Incorporation Support Is Necessary for Operational Continuity.
Damien Knight Enterprises, LLC requires formal governmental assistance in completing its incorporation process to access State startup grants that will cover all remaining operational costs not included in this funding request.
III. REQUESTED ACTIONS
The Board of Commissioners is respectfully requested to take the following actions:
A. Allocation of Emergency Housing Funds
Authorize and appropriate funds sufficient to:
1. Maintain temporary housing for 1,000 unhoused residents for a period of three (3) months, including hotel/motel placements, emergency sheltering, and associated safety measures.
2. Provide permanent housing for 333 residents through County‑approved, HUD‑aligned pathways, including but not limited to:
• Adaptive reuse of existing structures
• Community land trust acquisition
• Modular micro‑housing deployment
• Conversion of underutilized buildings
B. Authorization of Civic Media Partnership
Formally recognize Damien Knight Enterprises, LLC, operating through its civic media division meta.Gtv, as an official civic‑media partner of Ocean County for the purposes of:
• Public‑access communication
• Real‑time field documentation
• HUD‑aligned reporting
• Transparency and community engagement
C. Support for Incorporation
Direct the appropriate County offices to:
1. Provide administrative assistance to Damien Knight Enterprises, LLC in completing its incorporation process within the State of New Jersey.
2. Facilitate access to State startup grant programs available to newly incorporated entities.
3. Recognize that such grants will cover all remaining operational costs associated with EPASP except mobile broadband service and a high‑definition camcorder, which are expressly excluded from this request.
IV. LIMITATIONS OF REQUEST
This proposal does not request County funding for:
• Mobile broadband service
• High‑definition camcorder equipment
• Any operational costs that may be covered by State startup grants following incorporation
All such costs will be borne by Damien Knight Enterprises, LLC or funded through State programs.
V. EXPECTED OUTCOMES
Upon approval, the County will achieve:
1. Immediate stabilization of 1,000 unhoused residents.
2. Permanent housing for 333 individuals.
