OCEAN COUNTY BOARD OF COMMISSIONERS
RESOLUTION NO. ____‑2026
A RESOLUTION AUTHORIZING THE ALLOCATION OF FUNDS FOR THE EMERGENCY HOUSING AND STABILIZATION OF APPROXIMATELY 1,000 UNHOUSED RESIDENTS IN TOMS RIVER, NEW JERSEY, AND SUPPORTING THE INCORPORATION AND PARTNERSHIP OF DAMIEN KNIGHT ENTERPRISES, LLC FOR CIVIC‑MEDIA‑BASED DOCUMENTATION AND FEDERAL FUNDING COMPLIANCE
WHEREAS, the Board of Commissioners of Ocean County (“the Board”) recognizes that approximately 1,000 unhoused residents currently reside within the Township of Toms River and surrounding municipalities, many of whom are sheltered in temporary hotel placements or emergency accommodations; and
WHEREAS, the discontinuation of such sheltering would create immediate and substantial risks to life, health, and public safety, constituting a humanitarian emergency requiring immediate County action; and
WHEREAS, the United States Department of Housing and Urban Development (HUD), the New Jersey Department of Community Affairs (DCA), and related federal and state agencies require continuous documentation, outreach, and stabilization efforts to qualify for Emergency Solutions Grants (ESG), Continuum of Care (CoC) funding, Community Development Block Grants (CDBG), and other federal programs; and
WHEREAS, the County has determined that providing permanent housing for 333 individuals—representing one‑third of the current unhoused population—is both feasible and necessary through adaptive reuse, community land trust acquisition, modular housing deployment, and other HUD‑aligned pathways; and
WHEREAS, the Emergency Public‑Access Stabilization Pilot (EPASP), operated by meta.Gtv under Damien Knight Enterprises, LLC, provides real‑time field documentation, public‑access communication, and compliance reporting essential to federal funding eligibility and public transparency; and
WHEREAS, Damien Knight Enterprises, LLC is in the process of formal incorporation within the State of New Jersey and requires governmental support to access State startup grant programs that will cover operational costs associated with EPASP, excluding mobile broadband service and high‑definition camcorder equipment, which are not requested herein; and
WHEREAS, the Board finds that supporting the incorporation and partnership of Damien Knight Enterprises, LLC will strengthen the County’s capacity to meet federal documentation requirements, improve public communication, and ensure the safety and stabilization of the unhoused population; and
WHEREAS, the Board further finds that the allocation of funds for temporary and permanent housing, combined with civic‑media‑based documentation, is in the best interest of the County, its residents, and its long‑term fiscal and public‑safety obligations.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Ocean County, State of New Jersey, that:
1. Allocation of Emergency Housing Funds
The Board hereby authorizes and appropriates funds sufficient to:
• Maintain temporary housing for 1,000 unhoused residents for a period of three (3) months, including hotel/motel placements, emergency sheltering, and associated safety measures; and
• Provide permanent housing for 333 residents through County‑approved, HUD‑aligned pathways.
2. Authorization of Civic Media Partnership
The Board formally recognizes Damien Knight Enterprises, LLC, operating through its civic media division meta.Gtv, as an official civic‑media partner of Ocean County for the purposes of:
• Public‑access communication
• Real‑time field documentation
• HUD‑aligned reporting
• Transparency and community engagement
3. Support for Incorporation
The Board directs the appropriate County offices to:
• Provide administrative assistance to Damien Knight Enterprises, LLC in completing its incorporation within the State of New Jersey;
• Facilitate access to State startup grant programs available to newly incorporated entities;
• Acknowledge that such grants will cover all remaining operational costs associated with EPASP except mobile broadband service and a high‑definition camcorder.
4. Federal Funding Compliance
The Board authorizes the inclusion of EPASP documentation in all federal funding applications related to homelessness, emergency sheltering, and community development.
5. Effective Date
This Resolution shall take effect immediately upon adoption.
