Demand Action Against DMV Proctor Natalie Toy for Abuse of Authority and Harassment

The Issue

My friends, neighbors, parents — members of this community we call home:

We come together today not out of anger, but out of responsibility. Responsibility to our children, to fairness, and to the values we expect from our public institutions.

We are calling on the California Department of Motor Vehicles, and every agency responsible for oversight, to do what is right — to investigate, to act, and to restore trust. The subject of this petition is not abstract. It’s personal. It’s about our kids. It’s about a proctor — Natalie Toy — whose conduct has raised serious, consistent, and deeply troubling concerns.

We have heard too many stories. Stories of teenagers — some just 16 — reduced to tears. Stories of students walking away from their driving exams not just disappointed, but shaken, rattled, and in some cases, afraid to ever get behind the wheel again. Not because they lacked skill, but because they were subjected to verbal harassment and intimidation from someone in a position of authority.

We’ve seen the public reviews. We’ve read the testimonials. They speak of the same pattern:

Dashcams being ordered off — eliminating any record of what’s said or done.
Parents told to leave the car under questionable circumstances.
Exams failed without clear cause — just after tense or confrontational exchanges.
This isn’t how a public servant should operate. This isn’t how we treat young people stepping into a high-pressure moment. The role of a DMV proctor is to observe, to assess, to ensure safety — not to degrade, intimidate, or traumatize. And when they do, we as a community have a duty to speak up.

Because if we don’t — who will?

We are not asking for favors. We are asking for fairness. For accountability. For transparency. We ask that:

A formal investigation be opened into the conduct of Natalie Toy.
All complaints and public accounts be reviewed thoroughly.
Interviews with affected families take place — and any audio or video evidence be considered.
Safeguards be put in place so that parents can stay in the vehicle and dashcams can remain on.
Let’s be clear: this is not just about one person. This is about the culture we allow to persist in our public institutions. This is about setting the bar higher — because our kids deserve better.

We believe in professionalism. We believe in dignity. And above all, we believe that every teen who enters a DMV testing vehicle should be treated with respect — not fear.
