Demand Accountability from Archbald Borough Council

The Issue

The residents, families, and taxpayers of Archbald, Jermyn, Jessup, Eynon, Blakely, Peckville, and the entire Valley View School District — as well as other concerned community members — deserve a Borough Council that prioritizes public health, safety, transparency, and the well-being of those affected by its decisions.

On November 24, 2025, the Archbald Borough Council voted to advance zoning changes permitting data-center development near residential neighborhoods and school facilities. These decisions contradict the overwhelming public input expressed at meetings, in written correspondence, and throughout the community. Allowing data-center construction in close proximity to homes and schools poses potential impacts on air quality, noise levels, public safety, school operations, property values, and overall community character. Families whose children attend schools located within the Borough — and residents of neighboring municipalities, and within the Valley View School District — are directly affected by these outcomes.

Under the Pennsylvania Municipal Planning Code, zoning decisions must be based on considerations of public health, safety, and welfare. When elected officials advance measures that appear misaligned with these core responsibilities and do so without clear, transparent justification, the public has the right to question those decisions and call for accountability.

This petition reflects the collective concern of residents across the Valley View community who believe that the November 24, 2025 decisions do not adequately protect the welfare of the public. Council President Dave Moran, along with council members Marie Andreoli, Francis Burke, and Richard Guman, voted to advance the data-center zoning ordinance despite strong community opposition and requests for further analysis.  John Schnipes III abstained from the most recent vote after concerns were raised about potential financial benefits to family members from a land sale connected to the data center projects. 

We respectfully call upon the Borough to reconsider and overturn these zoning decisions.
 Furthermore, we call upon Council President Dave Moran, Marie Andreoli, Francis Burke, and Richard Guman to resign, as many residents no longer have confidence in their ability to represent the best interests of the community.

We, the undersigned residents and concerned members of the Valley View School District and surrounding communities, formally request:

  1. That Archbald Borough Council overturn the zoning decisions related to data-center development approved on November 24, 2025; and
  2. That Council President Dave Moran, Marie Andreoli, Francis Burke, and Richard Guman resign from their positions due to the loss of public trust resulting from these actions.
