Demand Accountability & Fair Representation: Establish a Laramie County Civilian Oversight

The Issue


To: The Laramie County Board of Commissioners, The Cheyenne City Council, and the Governor of Wyoming

Our government is failing in its most basic duty: to keep us safe and be accountable to us, the people. Across Laramie County, from the Cheyenne Police Department to state maintenance crews, we are witnessing a culture of negligence, secrecy, and a refusal to answer to the citizens they serve.

We have the proof. This is not about feelings; it's about facts:

Police Accountability is Broken: When a citizen tried to file a formal complaint against an officer via the Cheyenne Police Department's official email, they were stonewalled. A police lieutenant, in writing, refused to accept the documented complaint and instead tried to funnel it into an unrecorded phone call. This is a system designed to protect itself, not the public.
Public Spaces are Being Made Hazardous: State and local maintenance crews are actively creating dangers in our communities. Instead of removing litter, their mowers are shredding glass bottles and metal cans, scattering sharp debris across public lands where our children play. This is documented negligence that puts citizens at risk every single day.
Known Dangers are Being Ignored: Despite pleas from citizens, dangerous intersections like Powderhouse Road and East Riding Club Road remain ignored. The government knows there is a problem but has failed to take meaningful action, treating the safety of our families as a line-item they can disregard.
These are not isolated incidents. This is a pattern. It's a pattern of government entities believing they are above reproach and accountable to no one.

That ends now.

We, the undersigned citizens of Laramie County, demand the establishment of a permanent, independent Civilian Oversight Board.

This board will not be another government committee. It must have real power. It must be:

Independent: Comprised of citizens, not politicians or former department heads.
Empowered: Given the authority to investigate complaints against ANY Laramie County or Cheyenne city department, including law enforcement, public works, and transportation.
Equipped with Subpoena Power: It must have the legal authority to compel the release of documents and testimony.
Authorized to Recommend Discipline: Its findings must lead to real consequences.
Transparent: Its proceedings and findings must be open to the public.
We are not asking for another layer of bureaucracy. We are demanding a mechanism for real justice. We are at 14 signatures, but with every new signature, our voice gets louder.
