RUDY GARCIA aka GARCIA THE GROPER!!

GCADC CPL RUDY GARCIA was charged with sexual misconduct and violating the civil rights of a GCADC inmate on July 10, 2026 by the Texas Rangers alongside officers Kee and Charles. The citizens should note that Isaiah Charles was already a served defendant in my federal civil rights case prior to the recent July 10 charges.

Strikingly, RUDY GARCIA- In 2024 , two years prior to the recent July 10 charges of sexual misconduct, as a pretrial detainee, I witnessed Cpl Rudy Garcia forcibly grab a body worn camera off of the chest of his young female subordinate officer. This blatant inappropriate act of sexual harassment was captured on the jail security cameras. I inundated the jail administrators, Robert Hernandez and Greg Martin, with detailed documented tablet messages wherein I made them aware of the sexual harassment I witnessed. In these messages, over 20 , I routinely referred to the corporal as GARCIA THE GROPER.

Administration chose to disregard this prior notice of misconduct. They chose to protect GARCIA THE GROPER and not the young female officer or future inmates. They ratified his misconduct and undoubtedly emboldened him to escalate his inappropriate behavior to the sexual misconduct charges in July of 2026.

GCADC ADMINISTRATION COULD HAVE PREVENTED THE RECENT CHARGES OF THE THREE OFFICERS IF THEY WOULD HAVE DISCIPLINED GARCIA THE GROPER TWO YEARS PRIOR.

GCADC ADMINISTRATION COULD HAVE PREVENTED ISAIAH CHARLES WHO WAS ALREADY DEFENDING HIMSELF AGAINST CIVIL RIGHTS VIOLATIONS IN FEDERAL COURT FROM BEING IN A POSITION TO BE CHARGED WITH YET FURTHER CIVIL RIGHTS VIOLATIONS AND SEXUAL MISCONDUCT ON AN INMATE.

GUADALUPE COUNTY SHERIFF JOSHUA RAY PUBLICLY CLAIMS A ‘ZERO TOLERANCE AND NO COVER’ POLICY- HIS ACTUAL, FACTUAL POLICY IS THE COMPLETE OPPOSITE, ONE OF EXTREME COVER , RAY INSULATES HIS TWO ADMINISTRATORS WHO SHOULD BE HELD ACCOUNTABLE.
