Demand a “Project 2028” Agenda: Ethics, Accountability, and a Pro-Democracy Plan
The Issue
We demand the Democratic Party adopt a bold “Project 2028” platform that restores competence, ends chaos economics, strengthens democratic guardrails, reforms the Supreme Court, and holds unlawful abuse of power accountable. The Democratic Party must meet the urgency, discipline, and scale of this political moment. Voters are tired of reactive messaging, vague promises, and a failure to treat anti-democratic behavior as the existential threat it is.
We are calling for the Democratic Party to publicly commit to a clear, aggressive, lawful, pro-democracy “Project 2028” agenda: a concrete platform with timelines, legislative priorities, and measurable outcomes. The Problem For too long, Democrats have played defense while the opposition has advanced a coordinated long-term agenda. That imbalance has real consequences: policy whiplash, weakened institutions, rising distrust, and a system that increasingly feels captured by wealthy interests and political power games instead of accountable to the public.
In 2028, “returning to normal” is not a plan. We need a program that restores competence, protects democracy, and enforces consequences when leaders abuse power.
What We Demand: “Project 2028”
1) Restore Competence and Public Service Capacity Rebuild and protect nonpartisan civil service expertise. Reinstate and fund key public-interest roles across agencies (including inspectors general, enforcement teams, and watchdog capacity). Publish a first-100-days staffing and readiness plan for federal agencies.
2) End Policy Chaos on Trade and Cost of Living Replace tariff whiplash and chaos economics with a rules-based trade approach that protects workers without spiking consumer prices. Publish an accountability report on the household cost impact of major trade actions and economic decisions.
3) Ethics and Anti-Corruption Rules With Teeth Pass enforceable laws that prevent any president from: profiting from office (strong financial conflict rules, disclosure requirements, divestment or blind trust requirements), using official power to benefit personal businesses, donors, or family, obstructing lawful oversight or ignoring subpoenas.
4) Democracy Guardrails for the Highest Office Strengthen protections against using federal agencies for political retaliation. Codify norms into law so the country is not dependent on “good faith” behavior. Establish enforceable standards for presidential conduct and abuse of power, with real consequences.
5) Supreme Court Reform To restore public trust in the Supreme Court, we demand: 18-year term limits for justices (pursued through the strongest lawful route, including a constitutional amendment if required), binding ethics rules with enforcement, mandatory recusal standards and transparency requirements, reforms that reduce partisan capture and increase public confidence.
6) Accountability for Illegal or Unconstitutional Conduct Commit to robust oversight hearings, independent investigations, and referrals where evidence supports wrongdoing. Stop the cycle of “move on for unity” when abuse is documented. Make accountability a non-negotiable part of governance.
7) Transparency on High-Profile Criminal Allegations and Elite Protection Where credible public concern exists about exploitation, trafficking, or cover-ups involving powerful people, Democratic leaders must demand lawful transparency and the release of records consistent with victim protection and due process, rather than allowing secrecy and conspiracy narratives to flourish.
What Success Looks Like By the 2028 Democratic Convention, Democratic leadership must publish: a “Project 2028” platform document, a legislative roadmap (first 100 days and first year), public commitments from candidates to prioritize these reforms, an accountability scorecard voters can track.
