What did officials know or suspect about these activities?
What was the awareness level within law enforcement?
What actions, if any, did politicians take or fail to take?
Criminal Prosecution and Deportation: If there is evidence that officials, police, or any others were complicit or failed in their duty to act, criminal prosecutions should ensue. Foreign nationals found guilty should face deportation.
Community Analysis: There must be a forensic examination of the communities where these crimes were tolerated or ignored. Who in these communities was aware of the crimes? Who chose to remain silent? What was the role of informal or sharia courts in these scenarios? The level of community complicity, especially among family members or peers of the perpetrators, needs to be scrutinized.
