DELAY NJ TRANSIT'S DECISION TO STOP OVERNIGHT PARKING IN HBLR LOTS
The Issue
While speaking with residents in the Bergen Lafayette neighborhood of Jersey City, Councilwoman Denise Ridley met residents who shared they had not been able to purchase monthly passes at the kiosk for the Hudson Bergen Light Rail (HBLR) parking lot at the Liberty State Park stop. The Councilwoman reached out to NJ Transit to make them aware of the issue. NJ Transit's solution to the residents concern was to stop overnight parking in HBLR parking lots effective January 1, 2026. After receiving that response, Councilwoman Ridley asked NJ Transit to commit to a community meeting regarding the issue, she released a press release stating her concerns, and she also passed a resolution at the December 10, 2025 Jersey City Municipal Council Meeting requesting the below actions...
1. New Jersey Transit Board of Directors to rescind the proposal
2. New Jersey Transit to incorporate equity in its pricing at all HBLR commuter lots as higher fares at specific lots causes overcrowding at other commuter lot locations
3. Requests a community meeting to address residents' concerns with the proposed new changes before any changes are implemented
NJ Transit has not committed to a community meeting. Additionally, they have decided to move forward with the January 1, 2026 removal of overnight parking and also raise parking prices in all HBLR lots.
NJ Transit has additional HBLR stops throughout Jersey City that do not have parking lots associate with the stops. This has caused a burden on Jersey City residential parking for many years now. NJ Transit's latest proposal with cause further disruption to parking issues throughout the City.
We are requesting NJ Transit delays any changes until a meeting is held with Jersey City elected officials, Jersey City Department of Infrastructure, and NJ Transit. We are also encouraging our State elected officials to engage with this issue.
