

Delay Approval of Project Tomahawk Until Regional Impacts Are Fully Evaluated
The Issue
We are residents of Sandbrock Ranch, Arrow Brooke, Winn Ridge, Sutton Fields, and neighboring communities in Aubrey, Prosper, Celina, and Elm Ridge. While Project Tomahawk is proposed within Prosper, its impacts will extend far beyond Prosper's city limits.
This is a regional issue, not just a Prosper issue.
Residents throughout the area are already experiencing increasing congestion on FM 1385 as growth continues. Before another major development is approved, regional traffic, infrastructure capacity, operational noise, lighting, emergency services, and other quality-of-life impacts should be thoroughly evaluated.
We are not asking Prosper to stop growing. We are asking for responsible planning, transparency, and meaningful public participation before final approvals are granted.
Specifically, we ask the Town of Prosper to:
• Delay final approval until all required studies are completed and made publicly available.
• Fully evaluate regional traffic, infrastructure, operational noise, lighting, and emergency service impacts.
• Consider impacts on neighboring communities—not just those within Prosper.
• Provide meaningful opportunities for residents from all affected communities to participate in the decision-making process.
• Work collaboratively with neighboring jurisdictions, including Aubrey and Celina, on regional planning and mitigation.
Major developments should not be evaluated solely by municipal boundaries when their impacts extend well beyond them.
If thousands of residents in multiple communities will experience the effects of this project, then those communities deserve a meaningful voice before decisions are finalized.
