DELAWARE ATTORNEY GENERAL: INVESTIGATE BETAR NOW!
The Issue
We call on the Delaware Attorney General to recognize the January 13th findings of the Office of the NY Attorney General in regard to the violent Zionist organization Betar, incorporated in Delaware as "Betar Zionist Movement Inc", and to open an investigation immediately.
The NY Attorney General found Betar to be in violation of several NY civil rights statutes, following a pattern of harassment, intimidation and suppression of free speech, with calls for the use of weapons, attack dogs, and violent disruption of peaceful protest against genocide.
To illustrate Betar’s infractions, the NY AG listed among their findings: Betar…violated New York Civil Rights Law by physically assaulting individuals based in substantial part because of a belief or perception regarding the individuals' statuses as Muslim, Arab, Palestinian, or Jewish; in a direct message…Betar explained that it does not view violence as a "bad thing," because "…we are at war. Violence is needed."; Betar encourages its members to bring weapons to pro-Palestinian protests, including pepper spray, knives with wrist straps, and tactical flashlights; Betar also regularly publicized on social media that its members ''follow" and "hound" people to "get them deported." Mahmoud Khalil and Mohsen Mahdawi are amongst the activists Betar targeted for deportation.
Many further examples of Betar’s actions are documented in the federal lawsuit filed against Betar on February 25th of this year by human rights activist Nerdeen Kiswani, following several years of threats and incitements to violence against her and her family by Betar. On March 26th of this year the FBI thwarted an attempt to firebomb her house by a radical Zionist, a member of a group (JDL 613 Brotherhood) whose website claimed collaboration with Betar.
Betar was granted corporate registration in Delaware soon after the Office of the NY Attorney General began its investigation, allowing it to continue to operate nationally and solicit funding as a tax-exempt ‘educational organization,’ regardless of the outcome of the NY probe. In sharp contrast with conventional educational and advocacy groups, however, a declared aim of Betar is to violently disrupt peaceful advocacy and civil discourse by threatening and physically attacking those with whom it disagrees.
A letter endorsed by Delawareans for Palestinian Human Rights and Delaware Calls for Palestine was delivered to the Delaware Attorney General’s office on January 29, 2026, asking that office investigate, and if warranted, take steps to dissolve Betar’s state registration. The AG’s office has advised only that the letter is being reviewed, but not that an investigation is underway.
We understand that the Attorney General's office cannot investigate every questionable entity that applies to the state for corporate registration, but the case of Betar is urgent and exceptional in two ways. First, because the violent and criminal activities Betar advocates are undisputed, openly celebrated by the organization in public statements, on social media and on the organization's website. And second, because an investigation into Betar's violations of civil and criminal law has been concluded by the New York Attorney General, whose findings have been available since early this year.
We believe that this avowedly violent organization has shown itself to be a threat to the peace and safety and should not be provided with corporate status in Delaware. Allowing it to make Delaware its national base effectively gives Betar dispensation to evade oversight in another state where it has been found to have broken the law. Under 8Del.C.1953 §284 the Delaware Attorney General is empowered to file in the state's Court of Chancery to revoke the charter of a corporation. We call on Attorney General Jennings to investigate and take appropriate action without further delay.
