The Issue
Automated license plate reading (ALPR) systems, commonly known as "flock cameras", are a surveillance tool used by local law enforcement to spy on innocent civilians.
These camera systems are actively building a database of every citizens movements, no warrant necessary. These cameras record and capture every car that enters it's view, and catalogs the make, model, color, license plate number, bumper sticker, and other uniquely identifying features of your car using AI. Furthermore, the geolocation is also included, along with the vehicles specific lane, and direction of travel.
Less than 1% of vehicles tracked by this system are connected to crime or any wrongdoing.
All of this information is then uploaded into a nationwide database, that are accessible to any federal, state, and local law enforcement agencies, regardless of "jurisdiction".
All of this surveillance is captured, stored, and accessible with no oversight. Completely innocent civilians can be spied on, easily, by any law enforcement officer in the country. Here is an entire database of how this surveillance tool is used for abuse and wrongdoing: https://ij.org/the-ij-database-of-alpr-abuse/
The most widely used ALPR System is produced by Flock Safety, however there are other companies which also produce these same systems. Axon, Vigilant Solutions, Genetec, PlateSmart, Innova Systems, Rekor, ELSAG, Perceptics, and Jenoptik are all companies who sell police these ALPRs.
In July 2025, Peoria, AZ, had at least 114 of these systems installed. https://www.atlasofsurveillance.org/a/AZ0072100ALPR
The location of where these cameras are installed can be found here: https://deflock.org/
Many cities in Arizona have already removed these systems from their communities. https://ktar.com/arizona-technology-news/flock-cameras-privacy-cities
ALPRs are just another way for the government to overreach and monitor your personal life. They give local law enforcement an unnecessary amount of power. The entire system of tracking every single citizen using cameras around the city, is straight from a dystopian horror novel.
The only way to protect our privacy, and by extension ourselves and loved ones, is to pushback against these overreaching and authoritarian surveillance systems.
