Pookie went on to live several more years, in the end dying of cancer. It seemed logical at the time that winning cases would result in recognition of the need for change consistent with the legal outcome and facts would persuade. Instead Multnomah County responded by not changing its ways instead making the definition of permanent injury subjective. The county gave unfettered discretionary power to MCAS and diminished the rights of citizens. MCAS maneuvers the outcomes they want; county government looks away.
