Law Enforcement Appropriation Act
The Issue
“We the People ask the Administration to de-militarize law enforcement agencies, appropriate funds into local community, remove law enforcement in Washington State schools, corporations, and prohibit law enforcement to employ as security which also refers to off-duty employment.”
Purpose: De-militarizing law enforcement agencies, appropriating funds into local community, and the removal of law enforcement in Washington State schools, corporations and prohibiting law enforcement to employ as security which also refers to off-duty employment.
Legislative Findings:
Whereas this act is necessary for the immediate preservation of the public peace, health, and safety. An emergency is hereby declared to exist and this act shall be in full force and effect from and after its passage and approval. This provision of this act can never be repealed and there shall be no law made to intervene.
Washington Law Enforcement Peace Officers and the National Guard have or may have violated the civil and constitutional rights of American Citizens and committed violent crimes against American citizens, demonstrating their first amendment rights from the United States Constitution, which are federal and state crimes.

It is easier to convict with hard evidence. This evidence will be attached and presented to the Legislative Council of Washington State.
Resolution:
- Release protestors unlawfully detained
- Drop all charges on protestors unlawfully detained.
- Termination of all Law Enforcement Peace Officer and Law Enforcement agencies found guilty for violating any civil or constitutional rights of the American Citizens in the State of Washington.
- Termination of all Law Enforcement Peace Officer and Law Enforcement agencies found guilty for police brutality, assault causing bodily harm, assault causing serious bodily harm, assault causing impairment, assault resulting in death, assault with chemical weapons such as pepper spray, tear gas and CS gas and military grade flash bang grenades, as crowd control techniques on peaceful protestors, destruction to property, destruction to motor vehicles, extortion, false imprisonment, Impeding protestors from demonstrating their rights, inciting violence, and unlawful conduct.
- Termination of Law Enforcement Unions.
- Create a Community Review Board which deal with crimes committed by Law Enforcement Peace Officers or for each Law Enforcement agency to avoid corruption as evidence from recent studies show that Law Enforcement Peace Officers and other Law Enforcement agency titles, honor the blue code of silence where they do not turn on each other for misconduct.
- Make all body camera footage and all Law Enforcement records accessible to the public as it is public information and to avoid corruption.
- Investigation into each complaint on any Law Enforcement Peace Officer and Law Enforcement agencies, even past complaints as far as 25 years, which witnesses or victims file complaints of police brutality, abuse of powers, violent crimes, or any other crimes , violating civil and Constitutional rights or Native American Treaties, committed under Washington State Law, or 18. U.S. Code.
- Release any person and drop all charges to any person that was wrongfully convicted in cases directly related to police brutality, or abuse of powers, or any other crime related to law enforcement corruption.
- Prosecute any person found guilty , for police brutality, assault causing bodily harm, assault causing serious bodily harm, assault causing impairment, assault resulting in death, assault with chemical weapons such as pepper spray, tear gas and CS gas and military grade flash bang grenades, as crowd control techniques on peaceful protestors, destruction to property, destruction to motor vehicles, extortion, false imprisonment, Impeding protestors from demonstrating their rights, inciting violence, and unlawful conducting shall be termination and imprisoned for the maximum penalties abusing powers, assaulting, violating any citizen of Washington State, demonstrating their civil and constitutional rights, Native American Treaties, and any other crimes as defined above or committed under Washington State Law, or Title 18. U.S. Code.
- Removal of Law Enforcement in Washington State Schools.
- Remove Law Enforcement from Corporations.
- Prohibit Law Enforcement to employ for security which also applies to off duty employment.
- Investigate determination to abolish ICE which violate international codes, human rights, as well as crimes, such as sexual abuse, unlawful detainment of a child, violation of basic human needs, and other crimes reported which are in violation of any crimes committed under Washington State Laws, or Human Rights, or both.
- Appropriate funds to community education, social workers, etc.
- Amend laws that require tax payers to pay settlements from police brutality cases or any other violent crimes, or any other crime committed under Washington State Law. Each Law Enforcement Peace Officer or Law Enforcement agency will be held accountable and prosecuted to the maximum penalty.
- Amend law that criminalizes resisting arrest due to the fact that it is part of the law enforcement duties which they accepted when sworn into law enforcement.
- Amend law that legalizes no-knock warrants.
- Amend laws that violate Native American Treaties.

Extend educational courses required to become a certified Law Enforcement Peace Officer any other Law Enforcement agency title, which includes but is not limited to:
Three Years Criminal Law
Candidates for certification must present valid evidence of successful completion of such program.
1 Year Behavioral HealthCandidates for certification must present valid evidence of successful completion of such program.
Must have provided 315 hours of approved education In Drug and Alcohol Counseling.
Must have provided a minimum of 275 hours of lecture/study in Crisis Intervention courses. Candidates for certification must present valid evidence of successful completion of such programs.
Within the first six months on duties of any Law Enforcement Peace Officer or Law Enforcement agency, no law enforcement officer shall carry a firearm.
Law Enforcement Peace Officer or any other Law Enforcement agency title shall be physically fit enough to detain and arrest an offender while unarmed.
No Law Enforcement Peace Officer or any other Law Enforcement Agency title shall not fire unless fired upon, for the purpose of law enforcement is immediate preservation of the public peace, health, and safety.
