Make government accountable for why homeless funds disappeared
The Issue
California has about 150K homeless people: the most of any state in the nation.
Last year local governments, like Santa Cruz County, were granted emergency funds from the State of California, to address homelessness. The two programs were HEAP, administered by the Business, Consumer Services and Housing Agency and CESH, administered by the Department of Housing and Community Development.

About $10M was given to the County of Santa Cruz, and through them the City of Santa Cruz. The County issued a Request for Proposals (RFP) to its cities —like Santa Cruz —and potential contractors.
Local homeless advocates and concerned citizens are angry because we got nothing to show for that money. The State of California and local government have stonewalled efforts to obtain award letters, applications, budgets, applications and other requisite funding documents. Thus we know nothing about where the money went...
It requires a request from members of the California State Legislature to the Joint Committee on Legislative Audit (JLAC) which then directs the State Auditor to act.
