I've heard of so many cases, where rescues have been powerless to help all the poor horses who are severely neglected, this needs to change, as a horse lover, owner its heartbreaking to see so many horses being left with the owners who are neglecting them, and I'm sure everyone in the horse world will agree THIS NEEDS TO CHANGE. Give rescues the power to seize horse's and give them the care they deserve
