Lately I have seen many horses tethered & left by the side of the road with no shelter & limited water resources. As they don't have a voice I feel it's about time someone did something about this. You can try and ring RSPCA & horse sanctuarys but they provide little help as unfortunately tethering is not illegal there is nothing they can do apart from not advise it which needs to be changed. The reasons why horses should not be tethered: Physical Safety- not only can a horse become loose & be injured but a horse can do more damage to itself by being tethered, for example, if tied by the neck it can cause the horse to strain & be in extreme discomfort. Shelter- if left in a remote area they can be exposed to the harsh weather, including extreme heat or stormy rain. Causing distress, dehydration & injuries. Grazing- There maybe a limited amount of grazing accessible to a horse which is tethered, this grazing will soon be cropped to the floor or fouled with droppings. A tethered horse must be moved to fresh grazing regular. Company- horses cannot enjoy their natural surroundings & mix with other horses.
