PETITION TO BRISBANE CITY COUNCIL

Dangerous Dog kept on Brighton Road, Highgate Hill QLD 4101

To:

The Lord Mayor and Chief Executive Officer, Brisbane City Council; and the Manager, Animal Management / Compliance.

Why we are petitioning

Residents report three recorded incidents involving the dog kept at the Brighton Rd Address:

INCIDENT 1 - On 25 August 2025, the dog, off lead, attacked another dog that was on a lead. The attacking dog had been on a leash, but the owner could not restrain it and the lead broke. Residents and a passing motorist who stopped intervened. It took four adults, using drastic measures, to make the attacking dog release. CCTV audio and video recorded an attack of almost five minutes before the dog released the other dog’s throat. The dog that was attacked survived. It suffered trauma-induced necrosis of the neck wounds, ligament damage, and ongoing psychological trauma. The owner of the attacking dog admitted that the dog should have been harnessed, not only collared, and did not have a harness at the time. Brisbane City Council reference: ██████.

INCIDENT 2 - On 22 September 2026, at approximately 5.50 pm, the same dog chased a cat, Jasper, a long distance into the yard where the cat lived at 25 Brighton Road, cornered the cat behind the house and mauled it. Jasper was euthanised about one hour later because of the severity of the injuries. The owners said the dog had been locked in their house and they did not know how it had escaped. Brisbane City Council reference: 24243446.

INCIDENT 3 - On 4 October 2026, at approximately 2.09 pm, a man left a property on Brighton Road walking the same dog. He allowed the dog to defecate three times on Brighton Road and did not pick it up. When a local resident asked him to clean it up, he threatened the resident and tried to incite the dog against him, warning that the dog would attack him.

Council references: 24300701 and 24300667. Queensland Police reference: QP2601968048.

Residents also report a further incident in which the same dog broke through its fence at its Brighton Road residence into a neighbouring property and attacked the neighbour's dog. This incident was not reported.

These are not isolated complaints. They are two recorded attacks and one recorded threat to set the dog on a resident, within a 14-month period. The September 2026 attack followed a long, high-speed chase and ended in the death of a cat. The recorded incidents were witnessed. Local children have reported feeling afraid when walking past the address, where the dog barks ferociously at them. The dog is not under effective control. Children, domestic pets, wildlife and people using private yards, footpaths and access ways on Brighton Road and in the immediate vicinity are at risk if the dog gets out again.

Council is asked to treat 24243446, 24300701 and 24300667, together with Queensland Police reference QP2601968048, as repeat incidents linked to ██████, not as a first report.

Killing or maiming another animal can amount to a “serious attack” under the Animal Management (Cats and Dogs) Act 2008. Council may declare a dog dangerous where it has seriously attacked a person or another animal, or where an authorised person considers it may do so.

With regard to Brisbane City Council reference ██████, after several months a BCC Animal Attack Southside team member advised that the matter had been dealt with and the case closed. The dog remained at the property. Residents have not seen a Council declared-dangerous-dog sign on the fence line, nor the regulated collar, muzzle or other usual conditions for keeping a declared dangerous dog.

What we are asking Council to do

We, the undersigned residents of Highgate Hill and nearby streets, petition Brisbane City Council to:

Investigate and determine together Council files ██████ (25 August 2025 dog-on-dog attack), 24243446 (22 September 2026 attack on the cat Jasper), 24300701 and 24300667 (4 October 2026), and have regard to Queensland Police reference QP2601968048, all involving the dog kept at the Brighton Road, Highgate Hill QLD 4101 address.

Inspect whether the dog is kept under effective control, in an enclosure that prevents it from leaving the premises unattended and attacking people and/or other animals.

If the investigation confirms serious attacks, use the powers available to Council, including a dangerous-dog (regulated dog) declaration, mandatory containment and control conditions, seizure if required for public safety, and a destruction order if Council decides the legal tests are met.
Advise the principal petitioner in writing of the outcome, quoting all Council reference numbers, within the limits of privacy law.

What this petition is not

This petition asks Council to investigate and use its statutory powers. It is not a request for residents to take the dog, enter the property, or confront the keeper. Signatories ask only that Council act on the evidence.

Privacy note: Specific identifying details of the dog’s keeper and exact premises (beyond the street and suburb) have been omitted from this public petition to protect privacy. Full identifying information, together with supporting evidence (including council and police reference numbers, witness statements, and available CCTV or photographic material), will be provided directly to Brisbane City Council with the formal submission of this petition and is available to Council on request during any investigation.
