Teachers do not want this.
In 2019, prior to COVID, Campbell High School Teachers Association (CHSTA) negotiated a 3-year agreement with the Campbell Union High School District (CUHSD). Built into that contract were agreements about teacher salaries which were linked to the parcel tax. The District put $5,000 into the salary of every teacher, with the understanding that even if the parcel tax failed, at least $4,000 would be permanently applied to teacher salaries in 2021-22 during a third-year re-opening of the contract.
When we started the re-open process (in the midst of managing a historic pandemic), we expected there would be some back-and-forth over 2021-22 salary. We knew that even without the parcel tax, the District’s revenues were increasing and that the District was fortunate enough to have record-high reserves.
What we did not anticipate was that Dr. Bravo and the CUHSD Board would withhold the money they had agreed to pay teachers… that this would effectively cut the annual pay of every teacher by $5,000. Nor did we anticipate that Dr. Bravo and the CUHSD Board would allow the process to drag out for over six months, cutting into the salaries of teachers by up to $450 for each of the past five months.
We have tried to reach an agreement with the District that would fulfill the Local Control and Accountability Plan of “attracting and retaining quality educators”. We have worked with a state-appointed mediator to try and find common ground and maintain the District’s financial health.
While that process is still ongoing, we can no longer watch and wait as CUHSD teachers make plans to leave our Campbell schools.
Starting January 6, teachers in Campbell Union High School District will commence Working-to-Rule. We all know that teachers do a tremendous amount of work outside of their classroom and the school day - work that goes beyond their contracted responsibilities. Teachers put in hours and hours and hours of time after school, in the evenings, and over weekends and holidays.
Beginning on January 6, the teachers of the Campbell High School District will not do any work outside of the instructional day and their contracted responsibilities until the District comes to the table with a proposal that restores pay commensurate with the revenues of the District, respects teacher professionalism, and shows that they are sincere in wanting to work with their teachers as the partners we are supposed to be.
Teachers need your help.
When the CUHSD Board voted to extend Dr. Bravo’s contract immediately after receiving a Vote of No Confidence on his leadership, signed by 380 staff, the trustees made it very clear they do not value input from teachers.
We chose this career because we want to support your students with everything we can; but right now we cannot do that without your help.
As parents and community members,
you are the persons whose voices matter most to the elected trustees.
Please contact the CUSHD Board members by email, by phone, and in person. Tell them that they need to instruct their negotiators to restore teachers' pay, to put forward a pay increase that is commensurate with the District’s revenues, and to take a careful and critical look at the leadership and future of CUHSD - for the sake of our students and school communities.

How to Attend/Speak at a Board Meeting
The CUHSD Board normally meets twice per month on alternate Thursday evenings. The public, open session begins at 6 p.m. Any member of the public is able to speak on items on the agenda prior to the item being discussed by the board members. There is also a Public Comment section at the start of the meeting for any member of the public to speak on any issue not on the agenda. When you arrive, fill out a Blue Card and submit it to the Board to identify the topic you wish to address. (You may also sign up to be called to speak via phone.)
