Cruelty to live animals in China - support the draft law proposal for animal protection

The Issue

Why did I start this petition?

Recently I came across a video on Facebook highlighting the sheer neglect and abuse of animals in China. The video shows a group of males torturing a weak, lifeless cow using a blow torch. The cow is in so much pain that it can barely move away from the naked flames, and to make matters even worse the men are laughing all the while this is taking place which shows how little respect they have for this animal. No living thing should ever undergo such torture – it is inhumane and evil.

So after this, I took to the internet and came across some information about 'draft' proposals for animal cruelty and welfare laws, in particular the Animal Protection Law, that have been submitted to the People's Republic of China (PRC) but have not yet being approved and implemented.

What does this law cover?

The Animal Protection Law mainly outlines guidelines for disease prevention and medical care for animals. It covers wildlife, farm, companion, lab, and other working animals. If enacted, it would outlaw dogs and cats consumption. It would also criminalise the torture and indiscriminate killing of animals, the feeding of zoo animals with live poultry, and some circus acts. The culling of dogs in periodic government-sponsored campaigns to eradicate rabies would be outlawed.**

What will I do with your support?

What I am hoping to do with this petition is make the PRC aware of the issues that are taking place in the country and to provide support for these laws to finally be implemented. Abusing/hurting animals should be a criminal offence and people committing these offences should be punished, it is no different to the abuse of a human being. I’d hope that these men are found and punished for this evil act but due to the lack of protection offered in countries like China, these men will continue to keep doing this.

Legislation

China currently has no animal-welfare laws.* 

There is a wildlife protection law - see www.china.org.cn/english/environment/34349.htm (no sections on abuse, neglect and mistreatment of animals whatsoever).

In 2006, Zhou Ping of the National People's Congress introduced the first nationwide animal-protection law in China, but it didn't move forward.*
