CRISIS: Help North Rockland’s Small Businesses Survive

The Issue

Nearly 100 small businesses in Stony Point, Haverstraw, and West Haverstraw are in crisis due to the CHPE construction project. Road closures, lost parking, blocked sidewalks, and constant disruption are destroying Main Street. Businesses are losing 20–30% of revenue every month. Some may not survive.

This is a community emergency — and we are demanding action.

 
Who We Call On:
Supervisor Jim Monaghan, Amy Conklin Stamm (incoming Stony Point Supervisor), and Supervisor Howard T. Phillips: Use discretion under the CHPE contract to create an Emergency Small Business Relief Grant Program. You CAN direct funds to protect businesses now.

Mayor Michael Kohut (Village of Haverstraw) and the Haverstraw Village Board of Trustees and Mayor Robert D’Amelio (Village of West Haverstraw) and the West Haverstraw Village Board of Trustees
Direct CHPE-related resources to protect businesses in the Village core and maintain community access. Ensure transparency and fairness in the use of CHPE funds to support small businesses and residents.

County Executive Ed Day (Rockland County)
Provide county-level leadership and ensure CHPE funds are distributed equitably to protect the regional economy.

Senator Peter Harckham and Senator Bill Weber: Expedite additional support and grants for North Rockland. Provide oversight and ensure towns use CHPE funds fairly.

Congressman Michael Lawler, Senator Kirsten Gillibrand, Senator Chuck Schumer, and Governor Kathy Hochul: Provide funding support, emergency relief channels, and demand accountability for project mismanagement.

What We Demand:
Emergency Grant Program – Immediate relief funding for small businesses devastated by construction losses.
Transparency & Accountability – A clear public timeline for project completion and full reporting on CHPE funds.
Deadline & Penalty for CHPE – If construction is not completed by 11/21/2025, CHPE must be required to deposit monthly payments into the Relief Grant Fund, for additional funding toward the businesses until work is finished. They must be held accountable for ongoing harm.
 
Why This Matters to Everyone:
Business owners are losing income, homes, and jobs.
Residents can’t access local shops and services.
Teachers, workers, and families face unsafe roads and daily disruption.
If Main Street collapses, the whole community loses.

Why Action Cannot Wait
If leaders fail to act, the consequences go beyond local business closures:

Environmental Impact Studies & Mitigation – Prolonged construction increases risks of environmental damage and regulatory violations.
Legal Liability – Towns, CHPE, and contractors could face lawsuits over lost revenue, unsafe conditions, and failure to mitigate harm.
Public Backlash – Residents are frustrated by disruption, unsafe roads, and blocked access. Patience is running out.
Political Pressure – Failure to act risks long-term damage to community trust and voter confidence.

We, the undersigned, demand immediate action from CHPE, local towns, New York State, and federal representatives to:

Fund an Emergency Small Business Relief Grant Program.
Expedite the completion of the CHPE project with strict accountability.
Protect North Rockland’s economy before it’s too late.
