change the power play RUNOUT rule please .. NO" RUN OUT "ON INFRINGEMENT OF RULE 28.7.2.

The Issue

I am starting this petition in view of recent Semifinal match between India and New Zealand which i believed costed India a defeat at a crucial moment. I am concerned about the rule for offence and infringement of power play rule 28.7 .

According to the Power play no more than 2 players can be outside 30 yards circle in the first power play , no more than 4 players in 10-40th over and no more than 5 players following 40th over. 

rule 28.7.2.7  says In the event of an infringement of any of the above fielding restrictions, the square leg umpire shall call and signal NO BALL.

 

However ,looking at the footage repeatedly of M S Dhoni dismissal I gathered that at the time Ferguson started his run up ( ie  Ball was in play)  there were clearly six fielders outside the 30 yards circle . Well the TV commentator Ian smith clearly mentioned an interesting comment that Bowler Ferguson and Boult are trying to make some fielding adjustment on their own without any conversation with Captain Williamson, by pushing fine leg back and bringing up third man in .Did it happened ?was it a real time footage ?

 

To my understanding all the TV footages are real time and those white points are GPRS set which moves in real time . I closely observed these footages /video  which shows while Ferguson started moving all 6 players were outside the circle and he reached the popping crease not  more than 4 .5 second afterwards to bowl . this unfortunate incidence resulted Dhoni's run out with a brilliant throw of Guptill who was pushed back to fine leg boundary.

 

 

 

my query and suggestion is 

 

1)  should it be called a No ball or dead ball with penalty of 5 runs. I thought it is a serious misconduct and should be punished ..Giving a NO Ball is not going to save the batsman from getting run out.

2)  why a batting team should be given run out if it was unfair to have have 6 feilder who resulted in run out

3)  if say, according to commentator  Ferguson was adjusting the field by bringing up third man (which never happened though), then this fielder must have moved after bowler started his run up, then according to rule 28.6:3 it should have been declared a dead ball. 

 

28.6 Movement by any fielder other than the wicket-keeper 28.6.1 Any movement by any fielder, excluding the wicket-keeper, after the ball comes into play and before the ball reaches the striker, is unfair except for the following: 28.6.1.1 minor adjustments to stance or position in relation to the striker’s wicket. 28.6.1.2 movement by any fielder, other than a close fielder, towards the striker or the striker’s wicket that does not significantly alter the position of the fielder. 28.6.1.3 movement by any fielder in response to the stroke that the striker is playing or that his actions suggest he intends to play. 28.6.2 In all circumstances clause 28.4 (Limitation of on side fielders) shall apply. 28.6.3 In the event of such unfair movement, either umpire shall call and signal Dead ball.

 

 

Being an Avid cricket lover and a trained cricket umpire at MCC I would like you to look into this incidence seriously. Please give your suggestion and support this petition to make this  game a 'true gentleman game "
