Create a set of rules and guidelines for VTubers on Twitch.tv
The Issue
I have been browsing Twitch for many years and have seen a few things that were vague or not enforced, especially in regards to rules related to vtubing. I have a few suggestions that might make Twitch a better and safer website.
-Clarify what is a NSFW (Not Safe Foe Work) model/outfit: I have seen a few vtuber models with lewd outfits that were banned without mention of why they were, even if the reason was obvious. I am suggesting a guide to what outfit/body part can be shown in regards to a model so an artist's talent would not get wasted creating a model that may show a hint of vagina bones. Guidelines would help save time and money for the vtuber. I would also suggest making sue the model is not covered, in order to verify they are not skirting the rules.
-Reduce the appearances of childlike vtuber models: The reason for this suggestions is to prevent a slippery slope of people lusting over an adult in a model of somebody that barely looks 11 years old. It might be worse if they are doing GFE (girlfriend experience) segments or ASMR. This is also due to how several countries work in regards to how content works in regards to juvenile content. This also counts for "chibi" models also. This feels like it could lead into legal trouble in the future. My suggestion would be something like enforcing rules to negatively affect users of those models (possibly by reducing their revenue) or a disclaimer warning viewers of the material.
-Enforce proper use of the VTuber tag: No, seriously. At least ban people for tag misuse.
-Subathon Rules: Subathons sometimes tend to get overused/abused by some vtubers. They should actually get enforced. I would suggest a registration/notification system so that tabs are taken in regards to possible streamers overdoing subathons. As another suggestion, I would recommend enforcing a one year cooldown period for a streamer that does a subathon. Also, I would recommend disciplinary action taken for people that do not complete a subathon and ditch.
-A Notoriety System: In vtubing, there have been some noted streamers that are infamous for bad reasons. I would suggest a system that would give streamers a rating on their misdeeds in vtubing. For example, if someone is a known scammer, then show that the person has high notoriety (like the wanted system in the Grand Theft Auto series). For those with high notoriety, I would recommend reducing or removing their revenue for a time. Maybe also warn viewers that the streamers has high notoriety.
-A VTuber Council: This is simple. Find people who are knowledgeable about vtubers or in close affiliation with them in order to make a council. That council can keep watch over vtubers and moderate them, warning them over lewd outfits and other possible rule breaks. They can be a unit under Twitch.
These are my suggestions to improve Twitch for vtubers. By having clarity of the rules and structure, it would make the website better for the streamer and the viewers. I created this petition so that people would gather ideas on what could be done better for vtubers in order to have some order. Signatures do not matter as much to me, as long as my message is sent and communicated to people.
