The issue

Growing up, I have witnessed and experienced the devastating impact of sexual and family violence. I now dedicate my life to supporting women and children who have survived these traumatic experiences. But every day, I see how our current legal system shields perpetrators, often at the cost of survivors' safety and well-being. Our privacy laws, intended to protect individuals, inadvertently conceal violent histories that should be disclosed, especially when they pertain to public safety and well-being.

One crucial step in remedying this systemic issue is the establishment of a comprehensive national registry for individuals who use violence within a relationship. Studies show that those who commit violence in relationships often have multiple victims over their lifetime. Friends and family might unknowingly or knowingly protect these individuals by virtue of isolation or intimidation, allowing patterns of abuse to persist.

Consider the harrowing statistics: according to the National Coalition Against Domestic Violence, 1 in 4 women and 1 in 9 men experience severe intimate partner physical violence in their lifetime, yet many cases go unreported or untracked.

A public registry, accessible to potential partners and authorities, would provide essential information on prior convictions, plea bargains, and imprisonment terms related to domestic violence. Such a registry would empower individuals to make informed decisions about their safety and relationships. Furthermore, it would equip legal and social service agencies, as well as family courts, with a full picture needed to conduct rigorous risk assessments and deliver appropriate interventions.

Implementing a registry mandates a collective effort from lawmakers, judicial systems, and community organizations, with a keen consideration of privacy rights. Effective protocols can be established that safeguard necessary confidentiality while prioritizing safety and transparency.
