The Issue

In Erie County, Pennsylvania, the repercussions for animal cruelty are alarmingly insufficient. I've witnessed firsthand the heartbreaking consequences of this leniency. The current penalties do not reflect the gravity of the crimes committed against innocent animals. It's essential to recognize and address the long-term impact these offenses have on defenseless creatures who deserve protection and compassion.

Animal cruelty isn't just a minor offense; it's a serious crime that can have a ripple effect on the community and society at large. Research has consistently shown connections between animal abuse and neglect and future violent behavior in humans. This makes it not only a moral but a public safety concern as well.

To combat this pressing issue, I am calling for the establishment of a law that mandates individuals convicted of animal cruelty register as offenders for life. This registry would ensure that they are forbidden from owning animals ever again post-conviction. Furthermore, breeders, pet stores, and shelters would be required to verify potential pet owners against this registry to prevent the sale or adoption of animals to these offenders.

Establishing such a registry is a proactive step towards ensuring the safety and well-being of animals while sending a strong message that animal cruelty will not be tolerated. Ensuring these individuals are documented and monitored can prevent further incidents of abuse and protect future pets from suffering similar fates.

Aimee's Law - Establishing a Felony Animal Abuser Registry January 26, 2026 Circulated By Senator Daniel Laughlin, R Senate District 49 In the near future, I intend to introduce legislation known as Aimee’s Law. This legislation will establish a publicly accessible registry of individuals convicted of felony animal abuse offenses. This follows the deeply distressing discovery in my district where a six-month-old Siberian husky puppy was discovered abandoned in a crate under freezing temperatures. Ultimately Aimee died despite rescue efforts. Two individuals have been arrested in connection with her abandonment and abuse. This legislation would require individuals convicted of felony animal cruelty or aggravated cruelty to animals to be placed on a registry, similar to Megan’s Law. It will help protect animals and communities, deter repeat offenders, and support enforcement of existing penalties for egregious cruelty that currently result in felony charges. There is evidence that a history of animal abuse can correlate with other violent behaviors, and a registry increases transparency and public safety. Florida recently enacted similar statewide legislation. In 2025, the Florida Legislature passed Dexter’s Law, which strengthens penalties for aggravated animal cruelty and directs the Florida Department of Law Enforcement to maintain a public, searchable database of individuals convicted of animal cruelty offenses. The new registry became operational on January 1, 2026. Please join me in supporting Aimee’s Law addressing an urgent gap in current law by ensuring accountability for serious animal cruelty and offering communities a tool to prevent repeat harm.
