San Luis Obispo is facing growing conflict between students and long-term residents over noisy, unannounced house shows. The current noise ordinance offers no way for student artists to communicate or seek approval, leading to surprise events, frustration, and frequent police involvement.

This proposal introduces a communication-based system where students register events in advance and obtain neighbor approval. By creating space for dialogue and compromise, the policy aims to reduce noise complaints, limit enforcement issues, and support both students’ creative expression and residents’ right to a peaceful neighborhood.
