Cox service agreement, upgrading of infrastructure or alternate providers

The Issue

The service that is provided by Cox Communications to the residents of Virginia Beach is severely lacking. With the rising need to both work and educate our children from home, dependable and reasonably priced services are more important than ever. Unfortunately the perceived monopoly in our area has forced many citizens to have no choice but to continually pay under penalty of action for a service that this company holds no obligations to provide. The citizens of Virginia Beach deserve choice in their internet service and demand that contractual obligations be set to ensure reasonable and dependable access to the internet. If Cox Communications is unwilling or unable to provide these basic services then we, the citizens of Virginia Beach, should be freed from the monopoly under federal antitrust laws. We, the citizens of Virginia Beach provide the following measures as possible steps to rectify this widespread issue. 

1. Cox must provide updates to their SLA that clearly state uptime regulations accounting for deprecated infrastructure 

2. Cox must provide prorated credits for widespread outages

3. Cox must waive fees for early disconnections if and when other options become available

4. the city of Virginia Beach must notify Cox Communications that their current franchise agreement will be amended to account for infrastructure updates to be monitored with regular reporting of area uptimes

5. the city of Virginia Beach must proactively search for viable alternatives for service providers to provide free market competition to its citizens under antitrust standards 

we, the citizens of Virginia Beach, are willing to enter discussions with all involved parties in order to find a realistic and tracked solution to this issue.
