2. Fostering a Culture of Integrity and Ethics: Promoting values of honesty, responsibility, and accountability from the top down helps build a culture less tolerant of corruption. This can be reinforced through education and training programs.
3. Human Rights: Corruption can undermine human rights, for instance, by interfering with access to a fair judicial system or hindering the provision of essential services.
4. Strengthen Institutions and Enforcement: Enhance the capacity of anti-corruption agencies, judiciary systems, and auditors to investigate and penalize corrupt acts without political interference.
5. Promote Ethical Culture: Conduct ethics training in public and private sectors, promoting integrity and discouraging "culture of impunity".
