For what it's worth dept... we received progress announcement from CA Assemblymember Quirk's office. The CA Assembly has made the first step to amend CVC 23123.5 (hands-free) to try to remove ambiguity about two-way radio use... 'try' is the operative word - through 2017 Assembly Bill AB1222. To that we have to conclude that at least we, the amateur radio community (in California) are on our own in this regard. We consider this effort a partial success to this point.
