Continuing to Move Forward, Heroes on the Road Will Take No Rest!
The Issue
"No to Jeepney Phase-out" is not merely a simple phrase standing against the declaration of the principle advocated by some. Instead, it contains a sentiment that seems to expand the importance of traditional jeepneys in the lives of Filipinos. With the government's decision to phase out jeepneys as part of a larger initiative called the Public Utility Vehicle Modernization Program, the outcry of nearly all Filipino jeepney drivers has sparked widespread protest. The numerous outrages and backlash have been evident in the streets since last year.
Background
Over the years, jeepneys have been a common sight on the busy streets of our cities and towns, providing millions of Filipinos with a vital means of transportation. They have deep roots in Philippine culture and history, dating back to their inception after World War II. In fact, jeepneys have been in operation in the Philippines for nearly 80 years now, serving as a vital lifeline for both urban and rural communities. However, jeepneys are more than just a means of transportation. it's also a representation of Filipino resiliency, community spirit, and culture. It has always been a part of every Filipino citizen to ride a jeepney as a part of their commuting journey.
Despite its historical significance and cultural importance, jeepneys also come with several drawbacks. Many of these vehicles suffer from poor maintenance, leading to safety risks for passengers and other road users. Additionally, their outdated engines contribute to air pollution, making them environmentally unfriendly modes of transportation. Recognizing these issues, there have been efforts to phase out traditional jeepneys in favor of more modern, efficient, and environmentally friendly alternatives. This transition aims to improve safety standards, reduce pollution, and provide commuters with more reliable transportation options.
The jeepney phaseout has been a complex and controversial issue in Philippine transportation since 2017. While the government intends to improve public transportation for the benefit of commuters and the environment, the transition process presents significant challenges for drivers and operators, as well as raises commuter concerns about accessibility and affordability. As discussions and negotiations continue, all parties remain concerned about striking a balance between modernity and retaining the cultural and practical value of traditional jeepneys.
Objectives
Our advocacy entitled “Patuloy sa Pag-arangkada, Bayani sa Kalsada Hindi Magpapahinga” seeks to safeguard the means of living for jeepney drivers who have endured immense hardships to sustain themselves and their families. Recognizing their invaluable role as the backbone of local communities, they must be released from injustices and given the freedom they genuinely deserve. Specifically, this advocacy aims to:
- Raise Awareness:
Educate the public about the cultural importance of jeepneys and the potential impact of their phaseout in order to build support for their preservation as a treasured aspect of Filipino heritage. - Promote Accessibility and Affordability:
Encourage the development of accessible and affordable transportation options for all community members, especially those from marginalized communities whose primary means of transportation is the jeepney. - Protect Livelihoods:
Promote policies that protect the livelihoods of jeepney drivers and their families, guaranteeing a seamless shift to updated vehicles without resulting in financial hardship or job displacement.
Target Audience
In particular, the distressed people involved in this societal problem are the jeepney drivers who are now facing consistent uncertainties regarding their livelihoods. As the requirements to join the cooperatives and invest in the modernized jeepneys that the government is planning to employ poses a challenge regarding their financial stability and source of income for their families, many drivers have become deeply concerned, with the fear of debt lying within them once they have no other choice left but to agree with this plan. Second are the operators who own and manage fleets of jeepneys. These people also confront significant challenges in light of the phaseout because, beyond the financial implications of upgrading their vehicles, operators grapple with concerns about the sustainability of the cooperative model proposed by the government. Additionally, uncertainties surrounding the pricing of modern jeepneys are also one of the main worries of these people. Lastly, commuters who rely heavily on jeepneys as their primary mode of transportation are greatly affected as well. For those living in communities where jeepneys are widely utilized, the phaseout threatens to disrupt daily routines and impose financial burdens, particularly in the possible increase of fares. For instance, students heavily rely on jeepneys to commute to and from school on a daily basis. The phaseout could significantly impact their ability to attend classes regularly, especially if alternative transportation options are limited or more expensive. Similarly, workers who depend on jeepneys to commute to their workplaces also struggle. Any disruption in transportation services could lead to tardiness or absenteeism, potentially posing a significant risk to their employment.
Long-term Goals
The long-term goals of advocating against the jeepney phaseout in the Philippines are multifaceted as they revolve around ensuring sustainable and inclusive transportation systems. Firstly, this aims to preserve a cultural icon deeply ingrained in Filipino society, not just as a mode of transportation but as a symbol of resilience and community. Jeepneys represent more than just vehicles; they serve as vital lifelines, linking remote communities to essential services and opportunities, embodying the spirit of Bayanihan, or communal unity and cooperation. Additionally, the advocacy aims to safeguard the livelihoods of thousands of drivers and their families who rely on jeepneys for their income. This situation impacts countless lives, and it's imperative to address it to ensure the well-being of everyone involved. Through this advocacy, we can provide crucial support to drivers, enabling them to sustain their livelihoods and continue striving for a better future.
Moreover, this advocacy strives to promote sustainable transportation options that tackle environmental issues and meet the needs of commuters, ensuring that transportation remains accessible and affordable for all Filipinos, particularly those in marginalized communities. By doing so, it helps reduce the burden on Filipino citizens, especially commuters, who are affected by rising transportation costs. By sustaining the affordability of traditional jeepneys, it ensures that commuters can enjoy reliable and reasonably priced transportation services. Finally, the advocacy seeks to prioritize people's welfare over profit-driven agendas by advocating for policies that promote inclusivity and fairness. This includes advocating for regulations that preserve the operation of jeepneys, recognizing their importance not just as transportation but as essential links for communities, especially in remote areas with limited transportation options. Additionally, our efforts aim to address socio-economic disparities caused by policies favoring large corporations and foreign interests. Instead, we advocate for solutions that empower local drivers and communities, promoting a more equitable society.
Why should we act now?
Considering that jeepneys are not just a mode of transportation in the country, but also play an integral part in the Filipino culture and identity, we believe that it is truly right and just for the jeepney phaseout plan to be abandoned. For this reason, we highly encourage and promote this advocacy "Patuloy sa pag-arangkada, Bayani sa kalsada hindi magpapahinga" to be taken into account as this can also stand as every one of the Filipino tsupers’ beacons of hope for their source of livelihood to not be officially taken away from them. As these colorful vehicles represent their resilience and resourcefulness for the sake of their own self and families, especially those that depend on this as their only consistent source of income, the abandonment of the jeepney phaseout is extremely necessary to be acted out to protect everyone that will be affected.
Furthermore, this could also prevent further economic challenges in the country in the context of transportation as many Filipino citizens rely on these vehicles as an affordable means of public transportation. If these iconic public utility vehicles were to be phased out without any practical and feasible alternatives, it could lead to problems for many, especially commuters, which can negatively affect their jobs, education, and many more. Therefore, as we stand together to address this major problem with regard to the country’s transportation means, supporting and advocating this would not just preserve the cultural heritage and identity of the Philippines, but also help in securing the economic stability and prosperity amongst Filipinos.

Let's sign our names in solidarity against the jeepney phaseout, preserving not just transportation, but the very essence of Filipino culture.
