Congress: Stop Big Tech's Unchecked AI From Threatening Public Safety

The Issue

Artificial Intelligence (AI) is rapidly transforming our world, offering incredible advancements and opportunities. However, while AI presents many benefits, it also poses potential risks that need to be responsibly managed to protect individuals and society. To address these challenges, we propose specific AI regulation focused on the following essential measures:

Firstly, it is imperative to criminalize the creation and distribution of knowingly deceptive synthetic media, especially in contexts that can cause significant harm. Deepfakes and other synthetic media can significantly mislead the public, alter public perception, and damage reputations. Legal frameworks must be established to penalize those who engage in such egregious acts with malicious intent.

Secondly, transparency is crucial. Mandating disclosure for AI-generated content, particularly in political and commercial spaces, is essential. Consumers and voters have a right to know when AI systems influence their decisions or perceptions. This disclosure helps maintain trust in digital and political discourse.

Moreover, requiring leading AI companies to implement provenance and watermarking technologies can help trace the origins of AI-generated content. This measure is crucial in maintaining integrity and accountability across digital platforms. Alongside this, large platforms should be mandated to preserve provenance metadata and signatures, ensuring a traceable and secure digital ecosystem.

We also propose creating safe harbor provisions for satire, parody, and art. These categories of expression, critical for cultural commentary and creativity, should be protected from overly broad restrictions that might stifle free expression.

Finally, victims of impersonation and harmful deepfakes need a legal recourse. Establishing expedited civil remedies for such victims will provide them with swift justice and deter potential offenders.

These regulations are not just necessary but urgent to uphold public safety, trust, and democratic values in the AI era.
