Congress: End the Time Change - Choose one Standard Time and Stay With it Year Round!
The Issue
Clocks Change Again This Sunday, Where Each State Stands on Ending The Time Change
For years, states have fought to put an end to biannual time changes. However, much of the proposed legislation has stalled in Congress, and unification for a year-round calendar with consistency keeps falling off the clock…..
However, last year Congress introduced House Bill 139, allowing states to elect to observe year-round daylight saving time, as part of the Sunshine Protection Act of 2025.
And in the Senate, Senate Bill 29 was introduced to “allow States to elect to observe year-round daylight saving time, and for other purposes.“
Each Congressional session, Former Senator Marco Rubio introduced the Sunshine Protection Act, garnering bipartisan support.
And on the state level, ending biannual time changes has been enthusiastically legislated.
President Donald Trump has also shown support to end the time changes.
Whether all these efforts will come to fruition is another story.
Over the last few years, the majority of states have proposed their own legislation to end the time changes. In the last year, the following states re-introduced legislation, including Alaska, California, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Massachusetts, Michigan, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, Texas, Vermont, Virginia, Washington, West Virginia, and Wisconsin, with their current status found at this link here: Clocks Change Again This Sunday, Where Each State Stands on Ending The Time Change – Dr. Daliah
Some states previously had put forth legislation to be on Atlantic Standard Time, a time zone one hour ahead of Eastern Standard Time, which essentially put them on year-round Daylight Saving Time. In 2025 and 2026, these included Maine and Rhode Island, Vermont, and Virginia.

But states cannot move forward without Congressional approval.
So will the 119th Congress make any progress?
Although some legislators cite more pressing issues, this is a bipartisanly popular issue with the majority of the states passing their own legislation (below). And of those surveyed, at least 6 in 10 Americans want to do away with the time change.
Twice-yearly time changes are not healthy. The "Spring Forward", for example, has been postulated to come with health risks.
These include heart attacks, car accidents, depression, anxiety, and even fertility issues. Pet health and routines become affected as well.
