Dear Ambassador Thomas-Greenfield,

I trust this letter finds you in good health and high spirits. As representatives of the Congolese community residing in the United States, including the Commonwealth of Kentucky, we write to you with the utmost respect and concern regarding a recent correspondence by Mr. Morgan McGarvey concerning the Banyarwanda (mischievously referred to as Banyamulenge ) community in the eastern part of the Democratic Republic of the Congo (DRC).

Our message to our fellow Banyarwanda brothers and sisters has consistently been one of peace and love, echoing the sentiments expressed by the current Congolese leader, President Felix Tshisekedi, who unequivocally stated, "The Banyarwanda are our brothers and sisters."

It is imperative to note that numerous members of the Banyarwanda community have served the Democratic Republic of the Congo at the highest echelons of government. Notable examples include:

Azarias Ruberwa: Former Vice President of the Democratic Republic of the Congo
Moïse Nyarugabo Muhizi Mugeyo: Minister of National Economy of the Congo
Jean Bosco Ntaganda (aka The Terminator): General in the Congolese Army
It is with great regret that we express our dismay at Mr. Morgan McGarvey's characterization of the Congolese people as potential genociders. In reality, millions of Congolese have suffered at the hands of rebel groups supported by neighboring countries, notably the M-23 with the support of Rwanda, as highlighted in the UN report published on June 19, 2023, by the U.S. Department of State.

In the context of the war in eastern Congo, the true victims are the Congolese people. Despite being victimized and vilified, the Congolese remain among the most hospitable people globally. Our Banyarwanda brothers and sisters are always welcome to join hands with the rest of their Congolese brethren in promoting peace against the scourge of war.

We appreciate your attention to this matter and kindly request any assistance or intervention you may provide to ensure an accurate understanding of the situation is communicated.

En tant que représentant d'une importante communauté de réfugiés congolais qui ont élu domicile aux États-Unis et dans le Commonwealth du Kentucky, j'écris aujourd'hui pour évoquer le sort des Banyarwanda et des autres Tutsi en République démocratique du Congo (RDC). Je vous exhorte à travailler avec vos collègues des Nations Unies et la Mission de l'Organisation des Nations Unies pour la Stabilisation en RDC (MONUSCO) pour lutter contre la persécution et la violence au Nord et au Sud-Kivu et prévenir à tout prix le génocide dans la région.

 

Je sais que vous comprenez à quel point la situation dans l'est de la RDC est périlleuse et je vous remercie d'avoir exprimé les inquiétudes concernant notre pays et d'avoir exhorté à une voie de paix lors de votre récente rencontre avec le ministre des Affaires étrangères de la RDC, Christophe Lutundula. Je partage votre préoccupation face à la situation et je vous suis reconnaissant d'avoir exprimé l'attention et l'opposition des États-Unis à la violence dans la région, en particulier aux meurtres, aux violences sexuelles et aux discours de haine visant les communautés rwandophones telles que les Banyarwanda.

 

Les États-Unis doivent continuer à prendre des mesures pour protéger les groupes minoritaires en RDC. Je vous exhorte à plaider auprès de l'ONU pour un soutien humanitaire immédiat aux Banyarwanda, pour que la MONUSCO combatte les milices et la violence d'État ciblant les Banyarwanda et d'autres minorités ethniques, et pour mettre fin aux efforts de l'État de la RDC visant à révoquer la citoyenneté des Banyarwanda et à les expulser du pays et dénier leur droit de rester dans leur patrie historique. Je crains que sans le leadership des États-Unis, la violence ethnique ne se transforme en génocide.
