Here’s a proposal: during a government shutdown, Senators and House Representatives would forfeit their pay. They should also be required to remain in Washington, D.C., unable to depart the city until an agreement is reached and the government is reopened. Moreover, to heighten discomfort and urgency, modern-day creature comforts would be gradually reduced, echoing the pressures faced by the cardinal participants in the papal conclave.
