On 9/26/23, I emailed the following request to the county commissioner.

I am writing, hoping the county and city can help.

In my community, the oaks, we have a number of issues with sidewalks.

1.  There are areas in the community where there are no sidewalks, forcing people to walk on the road. As you know, the speed limit on county side roads is 30 mph. I am hoping the county, city, CDD, golf course, HOA and Toho can all work together to complete the sidewalks.

2.  There are some corners in our community that lack handicap accessibility to cross the road. An example of this is Wedgewood Way. There is no way to cross if you are in a scooter or wheel chair.

3.  There are no marked crossings anywhere in the community. This would help make it safer to cross.

4.  There are a number of sidewalks that retain water and make it unsafe to walk through.

This will help make our community safer. If you want any further information, please let me know.

This is what I got from the county in a follow up May 8.

Thank you for your follow-up email to Commissioner Arrington, who requested that I respond to your inquiry. On October 26, 2023, Transportation and Transit staff met with Commissioner Arrington and your HOA representatives at The Oaks to discuss the estimated $500,000 cost of providing sidewalks in Pictures #1 and #2 below, which the County would not be able to move forward with at this time.

However, the County is currently developing a County-wide sidewalk master plan that will place special emphasis on sidewalks that provide safe routes to school for children, areas where a lack of sidewalks have been identified by the Sheriff’s Office and the School District of Osceola as creating a “Hazardous Walking Condition” for school children, and areas that serve the disabled in accordance with the Americans With Disabilities Act. Unfortunately, the County maintained roads that you called out below were not initially identified as a priority in our ADA Sidewalk Transition Plan that was completed several years ago. However, we have included this request for evaluation as we prioritize overall sidewalk improvements for funding in our Master Plan. As well, some of the roads that you identified are within the city limits of Kissimmee, so you would have to reach out to the City with your request. Any request for these improvements would also need to be coordinated with your HOA, which can help us prioritize and advance the community’s overall funding requests.
