Complaint Against Misuse of Legal Influence

The Issue

We, the undersigned residents of a rural community in the Ratnapura District, respectfully bring to your attention a matter of grave concern regarding Mrs. M. Swarna and her twin children, Mr. S. Seneviratne and Mr. S. Seneviratne, both of whom are practicing lawyers. It is noted that one of them currently serves as a Legal Officer attached to the Department of Labour, holding limited magisterial powers relating to labour matters.

Over an extended period, these individuals have continuously interfered with lawful administrative and public functions across several government institutions—including the  Department of Agrarian Services, Regional Secretariat, and Grama Niladhari Divisions, National Gem & Jewelry Authority, as well as with lawful activities in court. Their conduct has caused severe inconvenience, fear, and disruption to ordinary citizens in the following ways:

False and Misleading Land Claims:
They frequently produce or rely on questionable documents to claim ownership of lands, paddy fields, roads, and gem-mining areas that do not lawfully belong to them.
Interference with Public Institutions:
They repeatedly submit petitions, objections, and complaints to various authorities without valid ownership or legal interest, obstructing official duties and intimidating officers into hesitation or bias.
Abuse of Professional Position and Influence:
By misusing their legal qualifications and official standing, they exert undue influence on government officers—including those in the Gem & Jewelry Authority, Agrarian Services, and other local administrative bodies—pressuring them to act contrary to proper procedure.
Misuse of Legal Processes:
They have filed numerous baseless court cases and legal complaints against villagers and officers, consuming valuable judicial and administrative time. In many instances, they have failed to appear in court as required, reflecting disregard for due process.
Harassment and Intimidation of Villagers:
Through false documentation, misuse of legal authority, and manipulation of administrative channels, they have caused fear among residents, obstructed legitimate gem mining and agricultural work, and attempted to control public resources and common lands.


While certain objections may appear legitimate on the surface, the majority of their actions seem intended for personal motives—harassment, revenge, or the assertion of power—rather than for the pursuit of justice. Concerns regarding their behavior have also been informally raised by officials and members of the judiciary.

This ongoing pattern of conduct has resulted in:

  • Loss of livelihood and economic hardship for affected families,
    Disruption of lawful administrative functions,
    Erosion of public trust in both the legal profession and government institutions

We therefore respectfully request the relevant authorities to:

  • Conduct an impartial and comprehensive investigation into these repeated and baseless petitions, land claims, and legal actions.
    Ensure that officers of the Gem & Jewelry Authority, Department of Agrarian Services, Regional Secretariat, and related local offices can perform their duties without undue influence or intimidation.
  • Prevent the continued misuse of legal authority and official position to harass citizens or obstruct lawful processes.
  • Take appropriate disciplinary and legal action to safeguard the rights of the people and to maintain public confidence in the justice system.
  • Restore fairness, transparency, and lawful order in administrative and land-related matters in the affected areas.


We, the residents of these communities, stand united in this appeal and urge the authorities to take immediate and effective action to prevent further misuse of power and to protect the rights and dignity of ordinary citizens.
