The Issue

To the Honorable Chief Minister of Delhi and Concerned Authorities,

We, the concerned citizens of Delhi and animal lovers across India, strongly oppose the recent decision to relocate stray animals from Delhi. While we acknowledge the challenges posed by the increasing stray population, we firmly believe that forced displacement is not the answer. Stray animals, including dogs, cats, and others, are an integral part of our urban ecosystem, providing numerous benefits and coexisting with humans for centuries. Instead of removing them, we urge the government to adopt humane, sustainable, and scientific measures for population control and welfare.

Why We Must Oppose This Decision:

  1. Ethical and Humanitarian Concerns – Relocating stray animals disrupts their lives, separates them from familiar environments, and often leads to suffering, starvation, and increased mortality.
  2. Violation of Animal Rights and Constitutional Provisions – The move goes against the principles of the Prevention of Cruelty to Animals Act, 1960, and the guidelines laid down by the Animal Welfare Board of India (AWBI). Additionally, Article 51A(g) of the Indian Constitution states that it is the fundamental duty of every citizen to have compassion for living creatures. Relocating strays contradicts this constitutional mandate.
  3. Contravention of Supreme Court Judgments – The Honorable Supreme Court of India, in multiple rulings, has upheld the rights of stray animals to live in their natural habitat and has discouraged unnecessary displacement. The Delhi High Court has also reinforced that stray dogs should not be relocated arbitrarily as per the ABC (Animal Birth Control) Rules, 2001, framed under the Prevention of Cruelty to Animals Act.
  4. Ecological Importance – Strays contribute to pest control and help maintain the urban ecological balance.
  5. Ineffectiveness of Relocation – Experience has shown that displacing animals does not solve the issue, as new stray populations will emerge, leading to a never-ending cycle.

A Call for Humane and Sustainable Alternatives:
We urge the Delhi government to consider alternative, ethical, and long-term solutions that ensure the well-being of both the people and stray animals:

  1. Strengthening Sterilization & Vaccination Programs – Implement and expand the Animal Birth Control (ABC) program more effectively to control stray populations without harming them.
  2. Community Involvement & Adoption Drives – Encourage local communities to take responsibility for stray animals through feeding, vaccination, and adoption campaigns.
  3. Improving Shelters & Feeding Zones – Establish more government-monitored shelters and feeding zones to ensure strays receive proper care and nutrition.
  4. Public Awareness & Education – Conduct awareness campaigns on coexistence and responsible pet ownership to prevent pet abandonment, which contributes to the stray population.
  5. Stronger Pet Regulations – Implement stricter penalties for abandonment of pets and incentivize adoption of stray animals over purchasing expensive breeds.

Our Appeal to You:
We urge the Delhi Government to reconsider this decision and work with animal welfare organizations, NGOs, and concerned citizens to implement humane, effective, and science-backed solutions. Stray animals are not a problem to be removed but a part of our community that needs proper care and management. Let us strive for a city where humans and animals coexist peacefully.
