Saratoga Speedway Rezoning

The Issue

To All Black Creek/Oyster River Residents:

The Saratoga Speedway owners M and C Leighton Holdings Limited and R Leighton Holdings Limited, have made application to the CVRD to rezone five properties (see the included map) with potentially significant impacts on the Black Creek/Oyster River community and environment.

Please review the following questions. If you have any concerns, please sign the electronic petition and/or express your views to any of the contacts identified below.

 

Water:

Are you concerned about possible impacts of up to 168 “campsites”, 50% of which are proposed to be year round, if the water is supplied from the Black Creek Oyster Bay Water System which may impact future supplies?

Are you concerned about possible impacts of up to 168 “campsites”, 50% of which are proposed to be year round if the water is supplied by wells which may impact well users in the area?

Are you concerned about possible impacts of potentially decreased Oyster River water flow and higher water temperatures, on the ecology of the river, including fish stocks?

Climate Change:

Are you concerned about the carbon dioxide emissions from the speedway and patrons travelling to and from the events while we are in a global “Code” Red climate emergency?

Sewage:

Are you concerned about how the effluent from the race track, facilities on site and from the “campground” will be managed?

Traffic:

Are you concerned about the anticipated increase traffic to and from the proposed rezoned area?

Are you concerned about alcohol being available for consumption at the race track and the possibly at another venue as part of the development proposal?

Community:

Is this development proposal consistent with your longer term view of the community?

Are you concerned that the “campsites”, including recreation vehicles, could potentially become year round?

Are you concerned about a potential negative impact on property values from the proposed rezoning?

Are you concerned about adequate policing for the many activities proposed on this site?

Noise:

Does noise from the speedway and other possible events impact the quiet enjoyment of your property?

Do you think a community wide noise assessment is warranted?
