The Issue
Every day, I grapple with delays, overcrowding, and infrequent service on the Central line, impacting not only my livelihood but also my role as a working parent. The emotional toll is considerable, as I find myself missing bedtime with my children due to a transit system that consistently fails to meet the needs of its users. This is not merely an inconvenience but a severe disruption that affects thousands of us, each day risking our jobs and wellbeing because of inadequate public transport infrastructure.
The Central line, a vital artery of London's public transport network, has long been plagued by issues that go beyond mere inconvenience. According to Transport for London (TfL), the line is one of the busiest, with over 1 million journeys made every day.
However, it has been consistently underfunded, leading to an aging infrastructure, frequent service disruptions, and a high instance of equipment failures. This situation demands urgent attention and immediate action to ensure that it can continue to serve its role effectively.
Much of the problem stems from the continued use of 1992 rolling stock, now one of the oldest train fleets on the Underground. While Transport for London has introduced the Central Line Improvement Programme (CLIP), the programme focuses on refurbishing the existing fleet rather than replacing it.
TfL has committed to investing just £500m into this programme and states it will not be completed until 2029, meaning passengers are expected to endure years more of unreliable service while the refurbishment programme progresses.
At the same time, other Underground lines have received significantly larger investment. For example, the Piccadilly Line is receiving over £3 billion to introduce a completely new fleet and upgrade supporting infrastructure, while the Northern Line has already benefited from major upgrade programmes.
Given that the Central Line serves hundreds of thousands of passengers each day and operates one of the oldest fleets in the network, many commuters are questioning whether refurbishment alone is sufficient and whether investment priorities have been appropriately balanced.
For many Londoners the Central Line is not optional. It is their primary route to employment, education and essential services. Ongoing service failures can mean late arrivals to work, missed shifts and financial consequences.
We therefore ask the Mayor of London and the London Assembly to:
- Urgently review whether current investment in the Central Line is sufficient compared with other Underground lines
- accelerate improvements to reliability and fleet refurbishment where possible
- publish a clearer plan for delivering meaningful service improvements in the short term
- ensure the reliability of the Central Line is treated as a priority for London’s transport network.
Passengers deserve a transport service that is safe, reliable and capable of supporting London’s workforce and economy.
Mayor of London, Mr. Sadiq Khan, and Transport for London have the power to change this. It is crucial for them to commit emergency funds for immediate repairs and upgrades to the Central line. A robust and timely investment will not only improve the current issues of delays and overcrowding but also future-proof this essential service for the millions who rely on it daily.
Some proposed solutions include increasing the frequency of trains during peak times, investing in new rolling stock, and enhancing signalling systems to prevent breakdowns and delays.
Furthermore, implementing real-time updates and transparent communication with commuters can significantly enhance the user experience and restore some trust within the community.
This petition is a collective call for action to improve a fundamental public service that touches all aspects of our lives. Without significant improvements, many more will face the frustration, lost time, and economic challenges that have become synonymous with the Central line.
