One gas victim needs to go to the hospital at least twice or thrice a week. The supreme court in its 1988 judgement it mentions to give free and complete health care to all gas victims plus insurance of there health.

An action committee was formed which decided to built BMHRC (Bhopal memorial hospital and research centre) as the "line of treatment" of these victims was not known and is still not known.

Now, this is states responsibility to take care of gas victims as it is there moral responsibility.

But, now there is a lobby of private hospitals that want to Grab these hospitals by sending these victims to private. Where they will be charged a very high fees. Eg one time checkup, consulatation, treatment and medicines cost about 10000/- rs in government hospital which will ve 30000/- in private.

And then the pharma and other medical companies not knowing what is the line of treatment will start "DRUG TRIALS" as they happened in 2010 with Sanofi eventis pvt ltd. Making these victims into
