As a 71-year-old grandmother, I am heartbroken and enraged by the catastrophic presence of 4,000 tonnes of toxic asbestos carelessly dumped on my hobby farm at 230 Bulla-Diggers Rest Road within 4 weeks. This immense health hazard was first reported when the waste weighed less than 50 tonnes. Including myself, three residents formally lodged emergency alerts, and warnings were prominently raised to the authorities.

Yet, for 21 consecutive days, EPA Victoria and Hume City Council did absolutely nothing. They completely deferred their enforcement mandate and failed to execute their clear statutory powers under Sections 133 and 138 of the Planning and Environment Act and Sections 246, 251, and 270 of the Environment Protection Act.

Now, simply because I am the landowner, they are demanding that a 71-year-old senior citizen clean up this 4,000-tonne toxic commercial waste at her own expense. This unjust action is the equivalent of pushing me off a cliff and trampling over me so that I can never stand up again. The government and its institutions have a fundamental duty to ensure that no innocent, vulnerable citizen is left entirely ruined by such a monstrous failure of public enforcement.

As summer approaches, rising temperatures present a monumental fire and airborne asbestos risk to all children and residents in our community. Despite desperate attempts to bring this to light, administrative silence threatens to bury this crisis. We cannot allow airborne toxic fibres to harm our community's children.

I cannot fight this massive institutional injustice alone—I need the power of thousands of neighbours to stand with me.
