Sir, as you are aware the Deonar dumps fire is raging since 19th March 2016 afternoon; citizens would like to thank the fire fighters are relentlessly working round the clock to put off the fire. Promises have been made by the the CM, BMC and the officials and not one of them is fulfilled. Article 21 is violated, High court order clearly states the dump has over shot its capacity and cannot take anymore garbage but approx 7000MT is dumped everyday. No strict rules implemented by BMC on garbage segregation. 

Our children and senior citizens cannot breathe and are suffering from respiratory issues, vomiting, headaches; we have been breathing burnt air. The air is dense and it seems to be getting worse by the minute. 

The citizens are constantly monitoring the fires and calling 1916 to send fire engines to douse fire, is it their duty?. Today when Maharashtra is reeling under acute water shortage , more than 10 lakh litres of drinking water has been used in dousing the fire. 

All papers are talking about it and am sure the same now has reached the center, we the citizens would humbly request you to look into it on priority with strict and concrete measures.

Today on behalf of every fellow Mumbaikar and part of Mumbaipollution.in team all who want to breathe CLEAN AIR, we address this message and humbly request your intervention. This request is directed to you not only in capacity of the leader of our Great Nation but also as a fellow citizen.

Sir,  Mumbai the Commercial Capital of India and the world’s richest Municipality; remembered for its history, beauty and known as the melting pot of cultures; today because of the NASA picture is projected as the garbage capital. This is not the Mumbai we got from our ancestor’s and this is definitely not the MUMBAI we want to hand over to the children and future generation.

Would like to highlight a few points which have impacted not only the local residents but now the ENTIRE ECOSYSTEM:

• The garbage is from 10 to 18 storeys high in places.
• There are frequent fires; leachate (harmful chemical sludge from untreated garbage) is entering ground water, Mithi River and the sea, which in turn spreads poison wherever it flows.
• During monsoon rain, these toxins flow all over Mumbai with the rain water causing diseases like Cholera, Dengue fever. Some of these toxins can cause damage to the central nervous system and circulatory system, liver and kidney dysfunction, anaemia, stomach and intestinal irritation and psychological and developmental changes especially in young children.
• The rag pickers have been entering the dumpsite barefoot, without any masks or safety gear, some as young as 5-6 yrs. old malnourished and diseased.
• The BMC and the garbage mafia is potentially exposing them to fatal conditions by making them do dangerous work and justifying this by paying paltry money as livelihood. STENCH OF MONEY & SMOKED OUT
• The Mumbai Pollution Control Board (MPCB) and the State government is equally guilty as they do not take adequate actions to correct the situation.

The Bombay High Court dated 6th August 1996 and 2nd April 2013 in its orders had asked BMC to statutorily implement the Municipal Solid Waste (Management & Handling) Rules,2000( MSW Rules). Budget allocation over the years:

• A budget of Rs. 4500 Cr was allocated as early as 2009 for the scientific treatment of the site. (BMC set to scrap Rs4500-crore Deonar dumping project, HT, Mumbai dtd 06 May 15)
• Last year Rs. 2231.95 crores ( Rupees Two Thousand Two Hundred Thirty one crores) BMC 2015-2016 budget allocated for the Waste Management Department,
• 2016-17 Rs.3,348.64 crore i.e.26.03% have been earmarked for the projects Ajoy Mehta - The Municipal Corporation of Greater Mumbai Budget 

The Municipal Corporation of Greater Mumbai( BMC) is endangering lives of innocent and helpless citizens of Mumbai and surrounding areas and infringing a Fundamental Right of clean Air .

Manoj Kotak, BJP party leader in the BMC, said, "We would not allow any more landfills in the eastern suburbs. There should be provisions made for disposal of waste in the 24 wards itself instead of it all being dumped in the eastern suburbs," said Kotak. There are various reports and Court orders outline requirements to make Mumbai a clean healthy city; WE the citizens HUMBLY REQUEST strict implementation of the same without any further delay, to name a few:

1. Deonar Dumping Ground should be shut down immediately,
2. Strict compliance of the MSW Rules and orders of the Bombay High Court.

• Banning of plastic was first issued in 1998 thereafter every year we heard about it but never implemented,
• Segregation of dry and wet waste,
• provisions made for disposal of waste and convert to Green energy / compost in the 24 wards itself

The authorities do not care for Mumbai or Mumbaikars, hence Sir we approach you to restore our right to clean air and a safe environment. Swaach Bharat without Swaach Air is a big unkind joke to every citizen of this country!!
