Dear Simon, Thank you for visiting Southall Waterside today, at the request of the Leader of Ealing Council, Julian Bell, representing the concerns of the residents of Southall. Our concerns are twofold: 1. The risks to our and our children's health from inhaling the carcinogenic contaminants blowing in the wind into our homes, gardens, schools, parks, streets and workplaces. 2. The public nuisance created, which has been ongoing since May 2017, whereby we are unable to enjoy the privacy and clean air of our homes and gardens in peace. This is despite residents repeatedly asking Berkeley Group to stop causing this health hazard and public nuisance. The World Health Organisation (WHO) makes clear (http://www.iaquk.org.uk/ESW/Files/WHO_Indoor_Air_Pollutants.pdf [PDF]) that Indoor Air Quality is made much worse by pollutants (including benzene and polycyclic aromatic hydrocarbons) coming into the home from external sources, including development sites such as Southall Waterside. These pollutants are not easily dispersed from the home, as they would be outside. The same report also makes clear that no exposure to these pollutants is safe. The same report, and another WHO Report (http://www.who.int/ceh/capacity/Indoor_Air_Pollution.pdf [PDF]) also make clear, and explain how children are particularly vulnerable to these pollutants due to their small size, and narrower airways. Only last month we heard how young Londoner Ella died what must have been a truly horrific death from asthma due to air pollution (https://www.standard.co.uk/comment/comment/government-must-enshrine-right-to-clean-air-in-uk-law-a3884746.html), after years of awful symptoms. Depending on which way the wind blows, Southall Green and Southall Broadway are the two main council wards affected by the odour from Southall Waterside. They are also two of the 20% most deprived wards in England. So our children are doubly vulnerable. Despite all of this, we are asked to believe by Berkeley Group that the odours they are producing are harmless (see their Remediation Work FAQ, attached, handed out to residents at our recent Ward Forum meeting). We have repeatedly asked Berkeley Group to stop the operation of their 'soil hospital', which appears to be the main source of the odour pollution and nuisance. In response to the 'big mountain' of complaints that Sothall Waterside Operations Director Damian Leydon admitted to residents that he has received, he has repeatedly continued to operate the soil hospital during this unprecedented heatwave, which has only exacerbated matters. He tells us he has implemented numerous other measures (odour suppressants, foam barriers), which, frankly, have proven to be completely ineffective. Please, for the sake of the health and the quality of the lives of Southall residents and our children, please use your powers to enforce Berkeley Group to cease operations at their soil hospital, at least for the duration of the heatwave (which isn't over, despite this weekend's temporary relief). Please enforce that they take action during this time to find an effective solution to odour control, i.e., spend some of their £600m plus profits on purchasing whatever expertise, personnel and resources is necessary to respect their Southall neighbours and their children, and stop making Southall stink.
