The Issue

On Wednesday 2/23/2022, my 12 year old daughter, Aubree, was hit by a car while riding her bike home from soccer practice from Clay Charter Academy around 4:45pm. As a mother, this is not a phone call I wish for any other parent to receive. This incident could have and should have been prevented. Although we cannot change the past, we can with great intent, make changes for the future. Action is necessary to protect our children that attend Clay Charter Academy and Tynes Elementary School, as well as neighbors, friends and family in the Pine Ridge Community.

My name is Lindsey Wolff. I'm a single mother of four amazing children. My children and I have resided in Pine Ridge for 6 years in Phase 2 of the neighborhood. My oldest daughter, Kaley, attended Clay Charter Academy on 1417 Red Apple Lane the year after the school started in 2016 and moved up with each grade added. My two other daughters, Aubree and Shaelyn, also started at CCA following. Since living in Pine Ridge, being a parent at CCA, and local Realtor who sells homes especially in this neighborhood, there have been many neighbors and parents, in addition to myself, crying out for necessity of added safety measures for the intersection of Pine Ridge Pkwy & Tynes Blvd and the neighborhood. This is a growing area with lots of children and families. I'm sure you are all aware of the current heavy traffic in the morning and afternoon around school hours. These traffic patterns will only continue to get worse by not providing a solution with the increase in homes being built nearby.

As a concerned parent, I'd like to propose these possible solutions:

1. Second crosswalk parallel to the existing one crossing Tynes Blvd

2. Traffic light

3. Flashing traffic light for school hours with the 15mph sign posted like the one by Tynes Elementary School or extending it from Tynes further down past Pine Ridge Pkwy (completed since this incident - needs more than just this!)

4. 4-way stop instead of the existing 2-way stop

5. Crossing guard

6. Speed bumps

7. Alternative route to exit the neighborhood - possibly by paving the Buggy Whip private dirt road by the charter school.

To my knowledge, there are at least 3 accidents involving a pedestrian or bicycling child at this exact intersection - now at least two more as of May 2024. One of which was on First Coast News in 2017. I am working on obtaining all accident reports for this dangerous intersection and contacting everyone and anyone that has the power to help including YOU!

Thank you.
