
Thanks for your ongoing efforts that were successful in Council referring the Missing Middle Pilot to be reconsidered as part of the Vancouver Plan. This was a significant win!
Now there is the Climate Action Plan that is going to Council Tues. Nov. 17 at 3 pm that needs to include the benefits of retention options.
This 371 page report was only released to the public on Thurs. Oct. 29, for consideration at Council Nov.3, only 3 work days to read and react. The speakers list is now closed, but the meeting has been extended to Tuesday Nov. 17 at 3 pm, which allows for more time for letters.
Please send more letters to Council ASAP, up to noon on Nov. 17. Even if you sent letters before, there is still time to resend to provide feedback for Council consideration.

Increased Demolition of Character and Heritage Houses:
- The Climate Action Plan will increase development pressure to demolish character and heritage buildings through bias towards new construction and upzoning.
- The plan proposes mandatory upgrades of all existing detached homes to zero emission heating and hot water, with annual reporting and fees for not making recommended upgrades. This increases unaffordability during difficult times.
- Adaptive reuse of existing buildings, especially character and heritage buildings, should be a priority in any climate action planning that also contributes to complete communities and accommodating population growth with more conversion units and infill.
- Character and heritage buildings are made of the finest quality first growth Douglas Fir and Cedar forests and have the resilience to last hundreds of years.
- The embodied energy of existing character and heritage buildings should be considered and offset against energy efficiency requirements and analysis.
Parking Regulations and Pay Parking Permits Citywide:
- Proposes removing all parking minimums for new construction citywide. This means from small single lots to large redevelopments there will be no parking required onsite.
- Removes the limits to development that parking requirements provide.
- Most units will have at least one vehicle per household, even if most trips are by transit.
- To manage the street parking volumes, it is proposed for pay parking citywide.
- It is a giveaway to the developer that offloads the costs and problems onto the residents of new buildings and the surrounding area.
- The transition to electric vehicles will be hampered without the required onsite parking for charging.
