1. Missing Middle Pilot Motion - Tuesday Sept. 29 @ 3:30 pm.
Thanks for your emails that helped to get this delayed. On Sept. 17 Council ran out of time and postponed again.

It is for larger MIRHPP towers & broad spot rezonings in RS/RT zones, city-wide. This pre-empts the Vancouver Plan and neighbourhood-based planning that creates out of scale development without any neighbourhood context and puts character houses & heritage at more risk. 

The Mayor announced Sept. 14 he would be adding an amendment to this motion for a whole new city-wide housing spot rezoning program for six-plexes, without any consultation.

Please send emails to Council to oppose this motion and the Mayor's amendment, even if it is only one line, or resend your previous letter amended, before Tuesday September 29 @ 3:30 pm.

  • It would mean that an out of scale apartment building sized multiple dwelling without onsite parking could be built anywhere.
  • Housing options should be determined through neighbourhood-based planning through the Vancouver Plan, not through random spot rezoning of anything everywhere precedents.
  • Spot rezoning creates uncertainty for the community and developers and undermines local area community plans or visions.
  • Options for strata ownership will inflate land values and undermine rental incentives.
  • Increased development pressures cause more displacement, demolition of character houses, and loss of existing affordable housing and suites.
  • MIRHPP already sets precedents that are too large, so this program should be cancelled rather than expanded for even larger buildings.
  • Former CityPlan demonstration projects were only for housing types & locations approved in each Community Vision and only for one project per neighbourhood, contrary to false statements in the motion.  

Mayor's Amendment:

  • Would allow huge multiplexes of 4 to 6 units (including strata) without onsite parking on any lot in RS & RT zones citywide.
  • Same problem as the main motion that has no local context or planning process that overrides community plans, visions and the Vancouver Plan.
  • Undermines character retention and rental incentives while increasing development pressures for demolition and displacement.
  • Would inflate land values, therefore making things less affordable overall.
