Hello Everyone. The developer has posted new plans in response to the interim heritage controls applied by the Minister of Planning in July. The amended plans can be viewed at the City of Port Phillip Council. I have also attached them on the link below.
The new proposal retains the facades and the two front rooms of the properties subject to the heritage controls (3 & 5 Tiuna Grove), reduces their lot sizes and wraps the building at 1 Tiuna Grove around the entire left and back of the three lots. The result is two houses surrounded by 12 apartments in a multi storey development block.
Although the retention of the facades of 3 and 5 is welcome, this proposal comprehensively fails to meet the demands of the City of Port Phillip Heritage Policy; and the massed building over the consolidated three lots along the rear laneway continues to fail the neighbourhood character test.
The advice from the heritage consultant Peter Barrett, relied upon by the council in applying for the interim heritage controls, is posted on the council website. It states:
I am of the view that the houses at No’s 3, 5 and 15 are fine and relatively intact examples of early twentieth century bungalows and are of significant value to the HO8 Elwood: Glenhuntly and Ormond Roads precinct. Change that has occurred to these houses is relatively minor and reversible, and has not impacted upon their aesthetic significance; nor their ability to convey the historic themes of HO8.
If this proposal were successful at VCAT, the greatest part of these two buildings at 3 and 5 Tiuna Grove, which are currently designated Significant Heritage Places, will be demolished, with the loss of their most important rooms.
The Port Phillip Planning Scheme has the objective that the built form should protect the original subdivision pattern in heritage areas (clause 21.05-1) the purpose of which is to prevent the over-development of heritage spaces. In addition, heritage zones are designated areas of minimal growth (clause 21.04 of the Planning Scheme). The current house lots 3 and 5 Tiuna Grove, under this proposal, would go from 2 dwellings to 6, a growth of 200%.
You can object to this proposal by lodging a statement of grounds at VCAT by the 25th of September. You can do this even if did not object to the original proposal. Please follow the instructions on Form A, which is also on the link above.
